    Title: 新冠疫情下飛航組員工作壓力與心理健康情形之研究
    Research on Impact of the COVID-19 Epidemic on Work Stress and Mental Health of the Flight Crew Members

    Abstract: 新冠疫情於2019年底爆發、2020年進入大流行,其嚴重程度與不確定性對全球人類與生活造成極大的影響與威脅,本研究目的主要探究在新冠疫情衝擊下,飛航組員工作壓力與心理健康情形之研究,研究對象以國內二家為首的航空公司且目前仍在線飛行之飛航組員進行質性訪談研究,包括前艙機師6名(機長4名、副機長2名)、客艙組員4名(事務長1名、客艙組員3名),合計10名,受訪者職務類型有前艙機師、客艙組員二類,公司年資分布從9年至35年,年齡層分布從33歲至60歲,性別分布為男性5名、女性5名。
    本文依據受訪者談述新冠疫情下生活、工作、心理受影響範圍的實際經驗、感受、觀點,進行訪談文本蒐集及資料爬梳、萃取、分類、歸納、編碼,經分析後結果後發現,疫情下飛航組員受壓力源最大影響因素有二項分別為「應組織因素及任務要求-飛長程線機師班表被公司密集派飛」,以及「政府對飛航組員『隔離檢疫管制』規定過於不人性化」等二項;其中又以長程線機師受影響最大、最多,包括777、787、A350、Cargo貨運等機隊機師,因所飛的飛機機腹大、載酬高,可滿足疫情期間航空公司對貨運運輸市場走強的載貨需求,故這些長程線機師的班表疫情期間被航空公司作密集式派飛,並於機師人力上作最大化運用,這些機師疫情期間只要一接到派飛班表,一旦飛行結束就得接續遵從政府對飛航組員『隔離檢疫管制』規定的禁令,進行單獨隔離、與家人開始分離生活,周而復始,疫情期間從不間斷,形成疫情下被政府防疫政策高度隔離的一群人,甚至錯過家人生離死別憾事,故從而產生工作壓力、心理健康受到負向影響,此二項不利影響因素,疫情期間對飛航組員不僅有前後關聯性影響、同時也是關鍵性影響,最後本研究根據上述研究結果,提出相關實務建議,作為相關管理者未來政策研擬與研究之參考。
    The COVID-19 epidemic broke out at the end of 2019 and entered a pandemic in 2020. Its severity and uncertainty have had a significant impact and posed a threat to human beings and lives worldwide. The purpose of this research is to explore the impact factors that have caused flight crew members to work stress and deteriorating mental health during the COVID-19 epidemic. This study involved qualitative interviews with flight crew members from two Taiwan airlines who are still flying, including 6 pilots (4 captains & 2 FO), 4 cabin crew members (1 purser & 3 attendants), totaling 10 interview subjects. The job types of the interviewees include pilots and cabin attendants. The seniority of the company ranges from 9 to 35 years. The age of the interviewees ranges from 33 to 60, with a gender distribution of 5 males and 5 females.
    These interviewees' actual experiences, feelings, and opinions were collected, including the influencing factors of life, work and psychology during COVID-19. After analyzing the data, the results indicate two factors that have the greatest impact on the stress of flight crew members during the COVID-19 epidemic. One is "Due to organizational factors and mission requirements, long-haul pilot work schedules were intensively dispatched by airline companies, and the other is "the CDC government's quarantine policy on flight crew members is inhumane. Among the flight crew members, the most affected are the long-haul pilots, including those flying 777, 787, A350, and Cargo fleets. Because the belly space of the aircraft they fly is larger, they can satisfy the airlines' freight market demand during the epidemic through the efficient capacity of the aircraft and high payload. Therefore, these long-haul pilots' work schedules are intensively dispatched in accordance with organizational and mission requirements, maximizing pilot manpower maximum use during the epidemic.

    As soon as these pilots received their flight schedule, once the flight ended, they had to comply with the CDC government's quarantine policy for flight crew members and begin the life of being isolated alone and separated from their family. This quarantine policy conduct to flight crew members during the epidemic over and over again. Therefore, forming these long-haul pilot work stress and negatively impact on mental health who are highly quarantined by the CDC government's epidemic prevention policy during the epidemic. They even missed their family members pass away and their family lives. These two headwinds have not only a relevant but critical impact on aircrews during the pandemic. Based on the result, this paper concludes with some practical suggestions for government and airline company managers' reference.
