    Abstract: 本研究探討在金融控股公司體系下的租賃公司，因隸屬於金控公司而受金融監督管理委員會（簡稱金管會）監管之影響。金融控股公司是擁有多種金融業務的企業集團，而租賃公司在隸屬於金融控股公司的情況下，必須遵守金管會透過金控母公司制定的相關規定和標準。這些監管措施旨在確保租賃公司的穩健經營，並提升整體金融體系的安全性和穩定性。然而，與一般融資租賃公司的靈活性相比，租賃公司在金控體系下受到更多監管約束。本研究將深入分析金管會的監管對租賃公司經營策略、風險管理及財務表現的影響。為了全面了解金管會對租賃業之監管是否造成影響，本論文採用了PESTLE分析、波特五力分析和SWOT分析三種分析方法，並結合訪談法進行深入探討。研究結果顯示，金管會的監管政策在提升租賃公司風險管理能力和合規水準方面雖具有積極作用，但也增加了其運營成本和壓力。綜合分析表明，租賃公司需要在合規與經營效益之間找到平衡，以適應監管環境並實現長期穩定發展。
    This study explores the impact of leasing companies under the financial holding company system under the supervision of the Financial Supervisory Commission (hereinafter referred to as the Financial Supervisory Commission) because they are affiliated to financial holding companies. A financial holding company is an enterprise group with a variety of financial businesses. When a leasing company is affiliated with a financial holding company, it must comply with the relevant regulations and standards set by the Financial Supervisory Commission through the financial holding parent company. These regulatory measures are intended to ensure the sound operations of leasing companies and enhance the safety and stability of the overall financial system. However, compared with the flexibility of general financial leasing companies, leasing companies are subject to more regulatory constraints under the financial control system. This study will provide an in-depth analysis of the impact of the Financial Supervisory Commission’s supervision on leasing companies’ business strategies, risk management and financial performance. In order to fully understand whether the Financial Regulatory Commission will have an impact on the supervision of the leasing industry, this paper uses three analysis methods: PESTLE analysis, Porter's five forces analysis and SWOT analysis, and combines the interview method with an in-depth discussion. Research results show that although the regulatory policies of the Financial Supervisory Commission have a positive effect in improving the risk management capabilities and compliance levels of leasing companies, they also increase their operating costs and pressure. Comprehensive analysis shows that leasing companies need to find a balance between compliance and operating efficiency to adapt to the regulatory environment and achieve long-term stable development.
