    Abstract: 本研究探討企業在O-RAN聯盟興起的趨勢下,發展5G行動通訊新事業的實際案例。

    在5G技術與O-RAN聯盟出現之前,由於供應商設備技術規格的閉鎖與少數供應商獨大的產業結構,電信商在沒有其它選擇的情況下,僅能與傳統三大供應商(Ericsson、Nokia、Hawei)購買行動通訊基地台設備。

    為了打破少數供應商獨大的產業結構,電信商利用5G技術的特性,主導推崇行動通訊基地台開放規格的O-RAN聯盟。希望藉由開放式規格的出現,引入潛在的基地台設備供應商,最終達到改變現有產業結構的目的。從企業的角度來說,這個產業變化無疑將會為企業帶來新的生意機會。

    本研究透過策略鑽石模型分析發現,個案企業的新事業處在活動範疇與發展階段構面上有著策略不連續的現象。市場開發順序與產品發展方向的決策反覆,降低了組織資源使用與核心能耐累積的成效。在手段、差異化因子與經濟邏輯構面上,個案企業新事業處的策略行動則是有效地為其建立起產業競爭優勢。

    本研究建議個案企業可持續執行其公司層級策略的原本規劃,但在新事業處的事業處層級策略則建議微調。新事業處應以選定的使用者情境為目標,展開核心技術地圖並長期持續累積。輔以策略夥伴的配合,持續針對選定的使用者情境改善產品效能。在持續改善產品效能的同時,同步累積忠誠客戶的基礎,進而持續堆疊新事業處的產業競爭優勢。本研究並於章節最後提供實務意涵,供欲進入此產業的業者建議與參考。
    This study discusses the real case of developing new business in 5G telecommunications with the O-RAN Alliance.

    Before the emergence of 5G technology and the O-RAN alliance, due to the technology lock-in of supplier equipment and the industry structure dominated by a few suppliers, telecom operators had no choice but to cooperate with the traditional three major suppliers (Ericsson, Nokia, and Hawei) to purchase base station equipment.

    To reform the industry structure dominated by a few suppliers, telecom operators have taken advantage of the characteristics of 5G technology to lead the O-RAN Alliance, which advocates open specifications for base stations. It is hoped that through the emergence of open specifications, potential base station equipment providers will be introduced into the industry and change the existing industry structure. From a business perspective, this market change undoubtedly brings new business opportunities.By the strategy diamond model, the study found that the new business division of the case study had strategic discontinuities on the dimension of "Arena" and "Staging". The capricious strategic decision making of market/product development reduced the performance of the resource utilization and the competence accumulation. On the dimension of "Vehicle", "Differentiator" and "Economic Logic", the new business division indeed effectively established the competitive advantages of industry.

    The study recommends the enterprise of the case study to carry on the current corporate-level strategy, but minor fine-tuning to the business-level strategy. The new business division should focus on a certain user scenario to accumulate the core technology. And it should seek for the helps from the strategic partners to keep on improving product performance, enlarging the customer base and accumulating the competitive advantages of industry in the meantime. The study also provides the practical implications at the end of the chapter to those players who want to enter this industry.
