    Title: 貪腐對地方首長施政滿意度之影響–以臺灣各縣市為例
    The Effect of Corruption on Local Chiefs’ Satisfaction with Governance - Evidence from Counties and Cities in Taiwan

    Abstract: 時下諸如「某市長涉詐領助理費遭起訴」、「某縣長及多位處長涉洗錢遭起訴」或是「某議員詐領助理費依共同犯使公務員登載不實罪判刑」等臺灣貪污時事頻傳,政府官員相關弊案可謂層出不窮,而地方首長協同公務人員涉貪行為亦可能造成地方首長施政滿意度評價降低,故本文欲探討公務人員貪腐起訴人數比率及其他因素對於地方首長施政滿意度之影響效果。
    本研究納入地區公務人員貪腐起訴比率之解釋變數,彙總2011年至2022年天下雜誌臺灣20縣市施政滿意度的追蹤資料(Panel Data),並運用GMM動態追蹤計量模型 (Generalized Method of Moments)作為本文的空間計量實證模型分析工具。本研究將空間計量模型之空間權重矩陣建立於臺灣縣市之間自相關性上,將其轉換為「同儕相依矩陣」。透過動態空間自相關迴歸模型實證估計結果發現,公務人員貪腐起訴人數比例會對地方首長施政滿意度產生負向影響。在施政滿意度空間自相關部分,公務人員貪腐起訴人數比例會對地方首長施政滿意度產生負向影響。在施政滿意度空間自相關部分,地方政府施政滿意度現象呈現顯著正向空間自相關的情形,而施政滿意度則是會對施政滿意度產生顯著正向影響。最後,實質政府支出等變數則會對臺灣各縣市長施政滿意度產生顯著正向影響,而所得不均程度則對施政滿意度產生顯著負向影響。
    Recently, several news, such as “The mayor was prosecuted for fraudulently collecting assistant fees”, “The mayor and several department directors were prosecuted for money laundering”, “Council Member of Taiwan were sentenced for fraudulently collecting assistant fees and being guilty of causing civil servants to publish falsehoods”, etc. imply that corruption is a common occurrence, and there are endless cases of corruption involving government officials. Corruption-related actions by local heads and public servants may also lead to a decline in the performance evaluation of local heads. Therefore, this article intends to explore the number of civil servants prosecuted for corruption and other factors that influence the satisfaction of local heads with policy. The effect of the impact.
    This study includes explanatory variables for the corruption prosecution rate of regional public servants, summarizes the Panel Data of governance satisfaction in 20 counties and cities in Taiwan from 2011 to 2022, and uses the Generalized Method of Moments as a spatial econometric empirical model analysis tool for this article. This study builds the spatial weight matrix of the spatial econometric model on the autocorrelation of peer Taiwan counties and cities, and converts it into a “peer dependence matrix”. Through the empirical estimation results of the dynamic spatial autocorrelation regression model, it is found that the proportion of the number of public officials prosecuted for corruption will have a negative impact on the satisfaction of county and city heads with their governance. As for the spatial autocorrelation phenomenon of governance satisfaction, the phenomenon of local government governance satisfaction shows significant positive spatial autocorrelation results. Finally, this article also found that variables such as expenditures by county and city governments have a significant positive impact on the governance satisfaction of county and mayors in Taiwan. The gap between rich and poor have a significant negative impact on governance satisfaction.
