    Title: 英國對烏克蘭受迫移民政策之剖析
    An Analysis of the UK's Policy for Forced Migrants from Ukraine

    Abstract: 本研究分析英國政府針對2022年烏俄戰爭之下的烏克蘭受迫移民所制定的人道庇護政策,試圖解釋為何英國政府對烏克蘭受迫移民抱有給予保護的偏好,並理解這份偏好受否代表他們脫離了英國的限制性人道庇護政策體制。研究者採用質化研究中的個案研究法。
    研究者首先應用Hollifield and Wong(2023)的移民國家框架:國土安全、文化/種族、經濟、權利,分析英國自十九世紀以來的人道庇護政策,歸納出國土安全、文化/種族是影響力最大的兩項因素,也是最優先被考慮的因素,其次是經濟,最後是權利。研究者使用該框架剖析烏克蘭受迫移民政策,主張烏克蘭人的白色隱形性,以及歷史性和政治性的反俄脈絡,使他們在「國土安全、文化/種族」兩要素上不構成對英國的威脅。並且,在該前提被滿足之下,英國政府得以使用烏克蘭人來補充國內的勞動力,又能透過國家與民間的協力來降低經濟成本。因此,英國政府才給予烏克蘭受迫移民獲得保護的權利。透過Tilly的持續性不平等理論(1998),研究者發現烏克蘭受迫移民並未脫離英國政府長期以來的限制性人道庇護政策體制。英國政府使用政策給予烏克蘭人「非公民且暫時停留的客人」的政治身份,使剝削與機會獨享機制得以在政治、經濟場域中發生並創造出不平等,又透過競仿和適應機制將不平等延伸到社會場域中。
    本研究貢獻在於提供了一個能解釋國家對特定受迫移民群體的政策偏好之框架,並歸納出影響人道政策的非人道因素,並指出脈絡的重要性。同時,也使用烏克蘭受迫移民凸顯出英國限制性人道庇護政策的持續存在,反映出現代民族國家在人道庇護議題上,面對的「意識形態衝突」與「雙重授命」困境。
