Abstract: | 近年來,政府為落實居住正義,持續推動社會住宅福利政策,希望藉由提供低於市場且可負擔的租賃價格,使民眾皆享有適當、安全且公平的居住權利。然而在大量興建社會住宅的同時,新住戶所延伸出的停車需求不僅改變當地交通狀況,也影響住戶之居住品質,因此在興建社會住宅的同時,了解社會住宅住戶及周邊民眾的停車需求為社會住宅規劃上的重要課題。 為探討目前臺北市社會住宅在無提供一定比例停車位給予社會住宅住戶的情形下是否可被滿足民眾的停車需求,並從中了解影響民眾停車需求之因素為何。本研究透過國內外社會住宅及停車需求之相關文獻,整理各學者認為影響民眾停車需求的因素,並將影響因素列入問卷設計中,透過網路發放形式完成問卷調查。後將問卷調查結果,透過敘述性統計、IPA及卡方檢定分析目前居民之停車需求及對社宅停車場設置的滿意度,最後建立停車需求模型了解影響民眾停車需求的因素。 本研究透過實證分析結果得知民眾認為當前社會住宅應保留一半以上的停車位給予社會住宅住戶;而在社會住宅停車場規劃上,民眾最重視停車場的安全設施,最不滿意停車格數量。此外,經二元羅吉斯迴歸分析結果得知家戶持有汽車數、停車方便性及家戶坪數等變數與民眾之停車需求具有顯著影響。根據研究結果,本研究建議後續研究可將研究範圍擴大至全臺之社會住宅,增加樣本調查數量,並蒐集更多影響社會住宅停車需求之因素,進一步探討其對停車需求之影響程度。 In recent years, to implement housing justice, the government has been continuously promoting social housing welfare policies, aiming to provide affordable rental prices below the market rate so that people can enjoy appropriate, safe, and fair housing rights. However, with the massive construction of social housing, the parking demands of new residents not only change the local traffic conditions but also affect the living quality of the residents. Therefore, understanding the parking needs of social housing residents and surrounding communities is an important issue in social housing planning. This study aims to investigate whether the current social housing in Taipei City, which does not provide a fixed proportion of parking spaces to social housing residents, can meet the parking needs of the public and to understand the factors influencing public parking demand. By reviewing domestic and international literature on social housing and parking demand, the study identifies factors believed by scholars to influence public parking demand and incorporates these factors into the questionnaire design. The survey was conducted online, and the results were analyzed using descriptive statistics, IPA (Importance-Performance Analysis), and chi-square tests to understand the current residents' parking needs and their satisfaction with the social housing parking facilities. Finally, a parking demand model was established to understand the factors affecting public parking demand. The empirical analysis results of this study indicate that the public believes more than half of the parking spaces in social housing should be reserved for social housing residents. In terms of social housing parking lot planning, the public places the highest importance on safety facilities in parking lots and is most dissatisfied with the number of parking spaces. Additionally, the binary logistic regression analysis results show that variables such as the number of cars owned by the household, parking convenience, and household size significantly influence public parking demand. Based on the research results, it is recommended that future studies expand the research scope to social housing across Taiwan, increase the number of survey samples, and collect more factors influencing social housing parking demand to further explore the extent of their impact on parking demand. |
