Abstract: | 本研究旨在全面概述菲律賓目前的陸地公共交通管理系統,闡明目前公用事業車輛(PUV)現代化計畫的細節,並分析與其實施相關的成本和效益。在對當前系統和該計劃每個組成部分的建議調整進行比較評估後,進行了分析以檢查相關的成本和收益。該分析超越了財務方面,涵蓋了非財務因素,例如計劃實施預期的文化、社會和環境影響。為了提高其接受度,政府可能會考慮增加財政支持,同時支持本地製造的車輛,並優先考慮適應性而不是嚴格遵守該計劃。 This research aims to provide a comprehensive overview of the current system that governs the land public transportation in the Philippines, elucidate the details of the current Public Utility Vehicle (PUV) Modernization Program, and analyze the costs and benefits associated with its implementation. After conducting a comparative evaluation of the current system and the proposed adjustments within each component of the program, an analysis has been conducted to examine the associated costs and benefits. This analysis delves beyond financial aspects to encompass non-financial factors like cultural, social, and environmental impacts anticipated from the program's implementation. To increase its acceptance, the government might contemplate augmenting financial support while patronizing locally-manufactured vehicles and prioritizing adaptability over rigid adherence to the program. |
