Abstract: | 自 18 世紀晚期定居者到來以來,位於喬治亞州德卡爾布縣(現為德卡爾布縣)的威勞尼森林一直是被剝奪、丟棄和種族暴力的場所。近年來,亞特蘭大市政府公佈了在該森林內建造一座耗資近 1 億美元的警察和急救人員培訓設施的計劃,該森林因此成為全國抗議運動的中心。本論文將這一反對運動與Weelaunee歷史上的兩個不同時期結合起來進行研究:一方面是18 世紀末19 世紀初Muscogee人被趕出這片土地,另一方面是20 世紀90 年代至2017 年森林被用作垃圾場。我說明了這三個時刻是如何被一種主權形式所塑造的,這種主權形式是透過生產赤裸裸的生命來運作的--一種在法律秩序之外並與法律秩序相悖的存在形式。此外,透過將警務權力置於這個生物政治框架內,我對傳統社會學關於警務權力出現的敘述提出了挑戰。 Since the arrival of settlers in the late 18th century, the Weelaunee Forest in what is now DeKalb County, Georgia has been the site of dispossession, discard, and racialized violence. In recent years, it has become the center of a nationwide protest movement after the City of Atlanta unveiled plans to construct a nearly $100 million police and first responder training facility within it. This thesis examines this opposition movement alongside two different moments of Weelaunee’s history: the dispossession of Muscogee people from the land in the late 18th and early 19th centuries on one hand, and the use of the Forest as a site of refuse and discard from the 1990s until 2017 on the other. I illustrate how all three of these moments have been shaped by a form of sovereignty which operates through the production of bare life—a form of existence set outside of and against the legal order. Furthermore, by situating policing power within this biopolitical framework, I present a challenge to the traditional sociological narrative of its emergence. |
