Abstract: | 台灣每年約有43,000名高風險家庭的兒少,而根據衛生福利部統計,2023年共有103,035件兒少保護通報案件,可見雖然政府與民間單位積極加強兒少福利服務措施,但台灣的兒少權益仍有相當大的進步空間。位於彰化縣鹿港鎮的社團法人台灣角孩子協會提供脆弱家庭的青少年課後陪伴服務,其組織宗旨為透過「陪伴」與青少年建立關係,提供一個穩定安全且以青少年為主體的環境,重視其心理健康與情緒教育,最終促成青少年的正向發展,並協助他們成為穩定溫柔的大人。 本研究採用參與觀察法,實際參與並紀錄角孩子的日常營運,並從中觀察出角孩子運用陪伴的元素來設計其青少年服務方案,透過青少年發展的重要三元素,正向成人的陪伴、生活技能的培養與發展賦權的機會,以協助來到角孩子的青少年發展出正向行為。同時,本研究亦透過非結構式訪談和協會的創辦人以及社工老師進行深度訪談,分析整理角孩子對於家長、學校與資金提供者明顯存在資源依賴關係,並且與這些重要的外部參與者之間處於複雜的合作互動關係。 Each year, approximately 43,000 children and adolescents come from high-risk families in Taiwan. According to the Ministry of Health and Welfare, there were 103,035 child protection reports in 2023. This indicates that despite the active efforts by the government and private organizations to enhance child welfare services, there is still significant room for improvement in the protection of children's rights in Taiwan. The Lokid Association, located in Lukang Township, Changhua County, provides after-school youth programs for adolescents from fragile families. The organization aims to build relationships with teenagers through "companionship," offering a stable and safe environment focused on the adolescents. It emphasizes their mental health and emotional education, ultimately fostering positive development and assisting them in becoming stable and gentle adults. This study employs participant observation, actively engaging in and recording the daily operations of the Lokid Association. It observes how the Lokid Association utilizes elements of companionship to design their youth programs. These programs help adolescents develop positive behaviors through three essential elements of youth development: positive and sustained adult–youth relationships; life-skill-building activities; and the opportunities for youth empowerment and leadership. Additionally, the study conducts in-depth, unstructured interviews with the association’s founders and social workers to analyze and organize the apparent resource dependency of the Lokid Association on parents, schools, and funding providers, as well as their complex cooperative interactions with these crucial external participants. |
