Abstract: | 隨著全球經濟的發展,企業面臨著資源耗盡、生態環境惡化以及社會問題等多重挑戰。因此,永續發展成為企業策略的重要組成部分。特別是在新冠疫情下,供應鏈中斷問題暴露了企業在供應商管理上的脆弱性。因此,建立一套有效的永續供應商評選體系顯得尤為重要,而能源產業作為全球經濟的重要支柱,特別需要在供應商評選中考慮永續發展的要求,以應對未來的挑戰。 本研究主要採用層級分析法(AHP)進行因素分析與排序,根據經濟、環境、社會三重底線進行因素分析與排序,文獻探討顯示,能源產業在供應商評選中,不僅需考量經濟因素,還必須將環境和社會因素納入考量。具體而言,經濟因素包括成本、品質、交期等傳統指標;環境因素則涉及供應商的環保措施、資源利用效率等;社會因素則包括勞動條件、社會責任等。 通過AHP分析,本研究確立了各因素的權重排序,其中在整體準則上,前五大排序為「工作安全與健康」、「遵守法規」、「有害物質管理」、「品質」與「污染控制」,從中得知前五項中以社會層面與環境層面為主,了解企業針對永續供應商評選時,將會由社會面與環境面作為首要考量。 本研究對企業、供應商及學術界均具有重要貢獻。對企業而言,提供了一套科學的供應商評選框架,幫助提升供應鏈管理水平及永續發展能力,通過系統性的分析方法,為能源產業在永續發展背景下進行供應商評選提供了實用的框架和建議,有助於提升企業的永續發展能力。對供應商而言,了解客戶在永續發展上的需求,有助於提升自身競爭力。對學術界而言,本研究豐富了永續供應鏈管理的理論體系,為後續研究提供了參考。放遠未來,企業應在供應商評選中更加重視環境和社會因素,並持續改進供應鏈管理策略,以實現長期的永續發展目標。 With the development of the global economy, companies face multiple challenges such as resource depletion, ecological degradation, and social issues. Therefore, sustainable development has become an important part of corporate strategy. Particularly during the COVID-19 pandemic, supply chain disruptions have exposed the vulnerabilities in supplier management. Consequently, establishing an effective sustainable supplier selection system is of paramount importance, especially for the energy industry, which is a key pillar of the global economy and needs to consider sustainable development requirements in supplier selection to address future challenges. This study primarily employs the Analytic Hierarchy Process (AHP) to analyze and rank factors based on the triple bottom line of economic, environmental, and social aspects. Literature review indicates that in supplier selection, the energy industry must consider not only economic factors but also environmental and social factors. Specifically, economic factors include traditional indicators such as cost, quality, and delivery time; environmental factors involve suppliers' environmental protection measures and resource utilization efficiency; and social factors encompass labor conditions and social responsibility. Through AHP analysis, this study establishes the weight ranking of each factor. The top five criteria are "work safety and health," "compliance with regulations," "management of hazardous substances," "quality," and "pollution control," indicating that the top considerations are primarily social and environmental aspects. This reveals that companies prioritize social and environmental factors when selecting sustainable suppliers. This study makes significant contributions to businesses, suppliers, and academia. For businesses, it provides a scientific supplier selection framework that helps enhance supply chain management and sustainable development capabilities. Through systematic analysis methods, it offers practical frameworks and recommendations for the energy industry in supplier selection under the sustainable development context, thereby enhancing the sustainable development capacity of companies. For suppliers, understanding customers' sustainability requirements can help improve their competitiveness. For academia, this study enriches the theoretical system of sustainable supply chain management and provides a reference for subsequent research. Looking forward, companies should place more emphasis on environmental and social factors in supplier selection and continuously improve supply chain management strategies to achieve long-term sustainable development goals. |
