Abstract: | 隨著社會環境和軍事組織形態的演變,軍中領導風格不再是嚴格的「一言堂」模式;部隊官兵受教育水平的提升,也影響其對受領任務的態度,更敢於提出質疑或意見。然而,官兵對命令的服從是軍隊運作的基礎,而服從的核心則是建立在官兵對組織或領導者的信任之上,信任因此在軍隊中扮演著建立和維持良好組織運作的關鍵角色。以我國海軍為例,本論文參考組織信任理論和組織透明度研究文獻,分別從能力、善意、誠信(信任)和揭露、清晰度、準確性(透明度)等面向,透過對包括上校、中校、少校在內的中階軍官之訪談,探討組織透明度與組織信任之間的關係。本研究發現,官兵對組織的不信任感與其對上級命令之解讀密切相關;當上級下達命令的目的性未即時被揭露、指令未清晰傳達及內容不準確時,將會使受領任務的單位肇生解讀誤差,進而影響組織信任感的建立。本論文據此認為提高組織透明度,即資訊流更全面的揭露、清晰度增加及準確性提升,將有助於建立及增加官兵對組織的信任,進而提高整體管理效能。 With the change of social environment and military organizational forms, leadership style in the military has become more liberal. At the same time, the attitude of officers and soldiers appear to be more critical about the order they are given and tasks assigned as the result of improved education they receive. However, obedience remains the foundation of military operations; and trust of officers and soldiers in the organization or leader is the core of their obedience. Trust, therefore, is crucial for the operations of military organizations. With the R.O.C. Navy as the case and the analytical framework constructed based on the existent theories of organizational trust and transparency, this thesis aims to explore the relationships between organizational transparency and trust in the management of military. In-depth interviews with officers of various ranks including lieutenant commander, commander and captain, are conducted in this research. It is found that distrust of the officers and soldiers in the organization is closely related to their interpretations and understanding of orders from their superiors: when the purpose of orders is not immediately revealed, the instructions are not clearly made, and the content of instructions is inaccurate, it will lead to misinterpretation and misunderstanding of the task, which will further affect the trust-building of the organization. It is thus argued in this study that enhancing transparency, that is, comprehensive disclosure, increased clarity and improved accuracy of information flow, contributes significantly to the building and increase of trust as well as effective management in the military organization. |
