    Abstract: 民進黨政府於2016年推出新南向政策,作為台灣經貿戰略和區域經濟整合的重要組成部分;與東南亞國家及南亞、澳大拉西亞等八個國家密切交流。泰國是台灣新南向政策的重要夥伴國。由於該國是一個官僚政體,官僚規範開始控制決策過程。對公務員服務的看法對於國家的政策制定過程至關重要。泰國公務員對台灣的看法將有助於泰國實施新南向政策。新南向政策作為台灣的外交政策,被視為台灣的軟實力戰略,旨在加強台灣與夥伴國之間的合作與交流。台灣政府尋求與夥伴國家合作,以五個旗艦項目和三個潛在商業領域為七個指標:台灣知名度、台灣描述、台灣偏好、與泰國的外交關係、新南向政策評估政策、政策建議。本研究採用質性研究方法和量化研究方法的混合研究方法來解決泰國公務員對知識工作者職位類別(K 類別)、管理職位類別(M 類別)和行政職位類別(S 類別)的看法根據新南向政策的影響,九個機構:MOAC、MOC、MOE、MFA、MHESI、MOL、MOPH、MOTS、BOI,對台。質性研究方法有描述性分析、內容分析、焦點團體訪談和深度訪談。量化研究方法是問卷。從泰國公務員樣本的看法來看,泰國所感知的台灣價值觀是從積極到非常積極的方式。友善、慷慨、科技進步是台灣最受推崇的形象。旅行和旅遊業以及經濟和貿易方面是泰國國家戰略實施中最成功的方面。強調科學技術、醫藥和公共衛生以及旅行和旅遊合作,作為幫助加強泰國與台灣關係的建議。
    The Taiwanese Government under Democratic Progressive Party (DPP) launched the New Southbound Policy (NSP) in 2016, as a crucial part of Taiwan’s economic and trade strategies, and regional economic integration of the island; to engage closely with the Southeast Asian countries and other eight countries in South Asia and Australasia. Thailand is an important partner country of Taiwan in the New Southbound Policy. As the country is a bureaucratic polity, bureaucratic norms came to control decision making processes. The perception of civil services is very crucial for the country’s policy process. The perception of Thai civil services toward Taiwan will facilitate adoption of the New Southbound Policy into Thailand. The New Southbound Policy as the Taiwanese foreign policy is considered as a soft power strategy of Taiwan to enhance cooperation and exchanges between Taiwan and the partner countries. The Taiwanese government has sought to cooperate with the partner countries with five flagship projects and three potential business fields that are considered into seven indices: visibility about Taiwan, description about Taiwan, preference of Taiwan, foreign relations with Thailand, policy evaluation on the New Southbound Policy, and policy recommendation. This study uses mixed research methods consisting of qualitative research method and quantitative research method to address the perception of the Thai civil services in Knowledge Worker Positions category (K category), Managerial Positions category (M category), and Executive Positions category (S category) of nine agencies: MOAC, MOC, MOE, MFA, MHESI, MOL, MOPH, MOTS, and BOI, toward Taiwan according to the affection of the New Southbound Policy. The qualitative research methods are descriptive analysis, content analysis, focus group interviews, and in-depth interviews. The quantitative research method is a survey questionnaire. The values of Taiwan perceived in Thailand from the reflection of the perception of the Thai civil service sample was in a positive way to a very positive way. Friendliness, Generosity, and Technological advancement were the most admired images of Taiwan. Travel and tourism aspect, and economic and trade aspect were the most successful aspects of the NSP implementation in Thailand. Science and technology, medicine and public health, and travel and tourism cooperation were emphasized as recommendations to help tighten relations between Thailand and Taiwan.
