    Title: 歐亞聯合學位學程品質保證與資歷認可之研究

    Abstract: 在歐盟執行委員會(European Commission)的支持下,歐洲聯合學位學程在過去幾十年來在國際間之發展相當迅速,現今歐盟國家中已經有一半以上的大學機構成立聯合學位學程。幾乎所有的歐洲國家都建立了針對聯合學位學程的相關法規,而聯合學位學程的總數也已經突破3,000個。隨著二十一世紀高等教育大眾化與國際化的趨勢,亞洲的聯合學位學程雖發展得較晚,但也如雨後春筍般蓬勃發展。目前無法確知亞洲聯合學位學程的具體數量,但亞洲許多國家都將推廣聯合學位學程做為高等教育國際化的重要策略。不論是歐洲還是亞洲,聯合學位學程的發展都是促進學生流動與高等教育國際化的重要方式。在學生有更多機會修讀國外學位或聯合學位學程(joint degree program)的同時,其品質保證的模式及其學位資歷(qualifications)如何被國內與國外/區域外的當局認可,成為近幾年全球關注的議題。因此,本研究即針對此議題分析歐亞聯合學位學程的發展、品質保證及資歷認可的模式。
    Joint degree programs have gained in popularity in Europe and East Asia, due to the growth of transnational higher education in the region. In Europe the number of joint degree programs has increased rapidly over the past decade, with the support of the European Commission. By 2010, more than half of the institutions in a quarter of EU nations have been involved in joint programs. The total number of joint degree programs had reached 3000. In Asia, joint degree programs have gained in popularity due to the growth of transnational higher education in the region since 2000. Although complete data on joint degree programs is not available, many Asian nations promote higher education internationalization through joint degree programs.
    Currently, the external quality assurance and accreditation and qualification recognition of joint degree programs are big challenges for quality assurance agencies and recognition bodies. The purpose of this study is to explore current QA approaches to joint degree programs in Europe and East Asia. Next, schemes, procedures and challenges for recognizing a joint degree will be analyzed. The role of recognition bodies and quality assurance agencies in qualification recognition will be discussed at the end of the paper.
