| Abstract: | 對於平埔族群土地的研究，過去大多以清治至日治初期為主要時間範圍，且著重於檔案、文獻的分析。本研究以現今屏東縣餉潭村之馬卡道族人為對象，透過「溪埔地」此一和族人遷移避居、國家力量改造、市場經濟整合等因素密切相關之地景的分析，呈現族人從日治、戰後至今的土地經驗。本研究的核心問題為：在土地流失經驗背後空間秩序被改變的過程中，平埔族群如何再度被邊緣化，以及如何回應塑造這套新空間秩序的力量？本研究之研究方法包括，深度訪談、參與觀察、文獻檔案蒐集和參與式地圖。經過梳理溪埔地（無堤防）時期的人地關係脈絡，並比較單堤防時期（堤防位於林邊溪右側、力力溪左側）與雙堤防時期（堤防加蓋了林邊溪左側、力力溪右側）的變化，本研究指出：由於溪埔地的變動性和國家治理邏輯的衝突，而被國家加以改造，人群關係亦產生變化。在此過程中，族人經歷了在地知識與土地的地權邏輯不被承認，並被納入國家資本主義體系邊緣的不正義對待。對於修復歷史正義的方式，本研究進一步提出，將過去溪埔地所在位置（今興華農場與人工林）之土地規劃納入族人參與機制，以及將溪埔地與北普宮等提報文化資產等建議。
Most of the researches on the land of the Pingpu indigenous peoples have predominantly focused on the period from the Qing Dynasty to the early Japanese occupation, with an emphasis on the analysis of archives and documents. This study targets the Makatao people in Siangtan Village, Pingtung County, and explores the land experiences of the indigenous people from the Japanese occupation period to the present, specifically through the analysis of the riverbed landscape closely related to factors such as indigenous migration and relocation, state-driven transformations, and integration into the market economy. The main research question of this study is: In the process of changes in spatial order behind the experience of land loss, how have the Pingpu indigenous people been marginalized again, and how have they responded to the forces shaping this new spatial order? The research methods adopted includes in-depth interviews, participant observation, collection of documentary archives, and participatory mapping. By examining the context of human-environment relationships during the “Riverbed Period” (without embankments) and comparing the changes between the “Single Embankment Period” (embankment located on the right side of Linbian River and the left side of Lili Creek) and the “Double Embankment Period” (embankment covering the left side of Linbian River and the right side of Lilik Creek), the study indicates that due to the uncertainty of river land conflicting the logic of state governance, the area has undergone transformation by the state, leading to changes in social relationships. In this process, the indigenous people have experienced the unjust treatment of their local knowledge and land rights not being recognized, relegating them to the margins of the state capitalist system. To rectify historical injustices, the study further proposes participatory land planning in the location of the former riverbed (now Xinghua Farm and the artificial forest) so that Makatao people can involve in the decision making process for the landscapes. Additionally, the study suggests recognizing riverbed and Beipu Temple as cultural heritages worthy of preservation. |
