Abstract: | 2020 Covid-19疫情徹底改變了全世界,沒有任何一個產業可以置身事外,數位轉型的浪潮大興,數位轉型已經不是轉不轉的問題,而是怎麼轉的問題,這不是堂選修課,這已經是各產業的必修學分,就連相對封閉的非營利組織產業也不例外,既然是一定要轉,對老舊的傳統產業來說,網路化跟行動化帶來的就是前所未見的問題,以個案W組織來說,老舊系統和員工,代表的是營運中斷不確定何時可以回復,資安問題不知道怎麼處理,服務隨時可能垮台,營運隨時可能斷鏈,若不能營運,後續連帶的問題,像是對支援的受助家庭該如何該如何交代,迫在眉睫的營運風險,已不是照組織原先的作法跟步調可以解決,數位轉型專案因應而生,期待將這眾多的風險,以專案特案處理。 本研究探討非營利組織產業該如何以數位轉型專案,協助組織數位化、數位優化、進而數位轉型的過程,以W組織為例,如何歸納出一個可供參照的可行性範本,將數位現代下轉行需要考量的技術導向、數據驅動,及其相關的開發維運管理制度、標準,和資安相關的規範、標準,都納入考量,客製化為W組織未來資訊營運的框架,並完成從人到事到文化的改變,及建立可長可久的PDCA(Plan-Do-Check-Act)循環機制。讓數位化的基因可以深入組織,讓轉型的改變可以融入日常營運之中,協助組織跳脫數位弱勢,數位韌性狀態堪慮,營運風險頻傳的處境。 本研究將會從非營利組織產業的現況,W組織的角度,利用PEST及SWOT分析,導出W組織的數位轉型策略,並提供W組織轉型的實踐經驗參考,此外,本研究也嘗試進一步提供建議,若資源可行,轉型專案可以再優化的部分,和下一步研究的方向供參考。 The 2020 Covid-19 epidemic has completely changed the world, and no industry can remain immune. The wave of digital transformation is booming. It is no longer a question of whether to transform, but how to transform. This is not an elective course anymore. it is already a required credit for various industries, even the relatively closed non-profit-organization industry is no exception. Since it must be transformed, for the old traditional industries, Internalization and mobilization shall bring unprecedented problems. Taking organization W as an example, the ancient, rigid systems and employees disclose uncertain restored time from interrupted operations; powerless while facing information security threat. Services may collapse at any moment, and Operation could disconnect at any second. If operation cannot continue, there will be subsequent consequences, such as how to respond to target family beneficiaries. The imminent operational risks can no longer be solved by following original organization's playbook. The digital transformation project was born in response to this. It is expected that these numerous risks will be solved through the Special case handling project. This study explores how the non-profit industry can use digital transformation projects to assist organizations in the process of digitalization, digital optimization, and further digital transformation. As W organization, how to summarize a feasible template for references. We shall integrating all necessary technology orientation, data driven, related development-maintenance-systems, standards, information-security-related specifications, and standards. Take them all into consideration. Customize an enterprise framework for W organization’s future information operations, completes culture change from mindset to behavior, and establishes a sustainable PDCA (Plan-Do-Check-Act) cycle mechanism. Let the genes of digitalization penetrate deep into the organization, let transformation changes be integrated into daily operations, and help organizations escape from situation with digital weaknesses, digital resilience, and frequent operational risks. This study will use PEST and SWOT analysis to derive the digital transformation strategy basing on W organization’s perspective and the current situation of the non-profit organization industry. Additionally providing practical experience reference of W organization transformation. In addition, this study also attempts to provide further suggestion, optimization under adequate resource condition, and direction of next research for your reference. |
