| Abstract: | 都市發展所產生的社會問題是現今社會追求永續發展目標下受高度重視的議題，高房價所涉及的居住權益問題是臺灣都市發展所面臨的嚴峻挑戰。本論文旨在透過深度訪談，以臺北市的社會住宅為例，探討臺灣社會住宅政策中在解決社會問題上的創新做法。具體研究問題包括：臺灣社會住宅政策試圖解決的社會問題為何？社會住宅政策的目標為何？從社會創新的角度來看，臺北市社會住宅政策的實施是否透過什麼樣的機制跟網絡改善或解決社會排除問題？研究結果顯示，臺灣社會住宅政策試圖解決的社會問題包括經濟、社會弱勢與青年族群的居住問題，以及空間跟社會互動面向等層面社會排除的問題。依社會創新框架進行檢視發現，就內容面向而言，社會住宅著重解決弱勢居住困境、社會排除問題及提升社會接受度；過程面向分析顯示青創計畫等創新制度是帶動社會關係變化主因；就賦權面向而言，政策限制使社宅住戶實行自治受限；就行動者面向來說，則透過公部門、民間及公民社會形成的互動網絡，整合領域知識、民間需求、在地回饋實現政策的創新。
Social problems caused by urban development have been at the center of public concern about sustainable development. The issue of housing rights, specifically the availability of affordable housing in the cities, has become a severe challenge facing Taiwan's urban development. Through in-depth interview, this thesis aims to analyze Taiwan’s social housing policy from the perspective of social innovation with Taipei City as the case. The specific research questions include: What are the social problems that social housing policy in Taiwan is trying to solve? What are the objectives of social housing policy? From the perspective of social innovation, what mechanisms and networks are used to improve or solve the problem of social exclusion through the implementation of social housing policy in Taipei City? Research results show that social housing policy in Taiwan are intended primarily to solve the social exclusions of disadvantaged and young people caused by their socioeconomic conditions. An analysis following the framework of social innovation has indicated that first, social housing policy focuses on solving the housing difficulties of disadvantaged groups, social exclusion problems and improving social acceptance of social housing; secondly, the Youth Entrepreneurship Program appears to be the most innovative and effective measure in (re)building social relations among social housing residents and residents of local communities; thirdly, self-management and empowerment of social housing residents have been limited due to policy restrictions; finally, the network formed by the public sector, private sector, and civil society has proved to be important for the integration of domain knowledge, private needs, and local feedback for in the social innovation process. |
