    摘要: 本文旨在填補臺灣藍領產業移工韌性研究的缺口,並以臺中地區菲籍女性產 業移工之生涯軌跡、勞動經驗為主軸,透過質性研究方法,探究其背後的適應機 制、韌性和應對策略。資料蒐集採用質性取向之「深度訪談法」,並以半結構式 的訪談法為主,運用「主題分析法」進行資料分析。
    研究發現,在臺菲籍女性移工面臨擺盪於個人理想與家庭責任之間的情境, 但隨著在臺工作時間增長,她們逐漸將提升家人生活品質和實現自我理想融為一 體。同時,她們還須應對社會歧視和情感勞動所衍伸之困境,使她們發展出應對 策略,(一)商品化母職:將情感轉化為物質、(二)壓抑負面情感、(三)透過 網路維持家庭聯繫等。深入探討該現象後,歸納重點為:(一)多樣權力交錯的 勞動結構:受到性別、階級和國籍等權力因素交織的影響,使其身處複雜的社會 階層問題中;(二)環境中的碰撞與性別限制:在環境中經歷性別限制,影響了 人際互動和情感需求;(三)面對歧視的掙扎與挑戰:不僅在工作場所,更包括 社會環境中對她們的生活產生負面影響;(四)仲介與政策的影響:仲介和政策 存在限制、階層與不積極幫助的情況;(五)假日消費作為抵抗:假日消費、醫 美、集體亮相、文化認同和宗教信仰等方式,為其作為抵抗主流的手段。
    針對研究發現提出建議:(一)重視女性移工與培力,著重於培養女性移工 的自主性和自信心;(二)解構問題化社會問題,呼籲解構社會對移工的負面印 象;(三)提出現行制度建議,對臺灣仲介制度提出多項改革建議,包括透明度 提升、教育培訓、支援系統建立、監督稽核強化、法律援助提供、社會意識提升 等;並針對我國移工政策,建議關注藍領移工的語言培訓和留用需求,主張轉變 對移工的刻板印象,促進平等權益,並重新思考就業安定基金的使用,強調語言、 培力計畫和文化融合。
    This paper aims to address the research gap in the resilience of blue-collar migrant workers in Taiwan, focusing on the career trajectories and labor experiences of Filipino female industrial migrant workers in Taichung. Employing qualitative research methods, the study explores the adaptive mechanisms, resilience, and coping strategies. Data collection relies on a qualitative approach, utilizing in-depth interviews with a semi-structured format and employing thematic analysis for data interpretation.
    The research reveals that Filipino female migrant workers in Taiwan navigate a delicate balance between personal aspirations and family responsibilities. With an extended duration of work in Taiwan, they progressively integrate the enhancement of their family's quality of life with the realization of personal goals. Simultaneously, they must address challenges such as social discrimination and the predicaments stemming from emotional labor, leading them to develop coping strategies, including (1) commodification of motherhood by transforming emotions into material support, (2) suppression of negative emotions, and (3) maintaining family connections through online means. Further exploration of this phenomenon identifies key points: (1) a diverse power structure in labor influenced by factors like gender, class, and nationality, placing them within complex societal hierarchies; (2) collisions in the environment and gender restrictions, experiencing gender segregation in both the workplace and life, impacting interpersonal interactions and emotional needs; (3) grappling with discrimination and challenges, not only within the workplace but also within the broader societal environment, negatively influencing their lives; (4) the influence of intermediaries and policies, playing pivotal roles in their careers but constrained by limitations, hierarchy, and a lack of proactive assistance; (5) holiday consumption as resistance, employing means like holiday spending, medical aesthetics, collective appearances, cultural identity, and religious beliefs as forms of resistance against mainstream norms, highlighting resilience and collectivity.
    Based on the research findings, recommendations include (1) prioritizing empowerment and focusing on cultivating autonomy and self-confidence among female migrant workers; (2) deconstructing societal issues and advocating for a more positive perception of migrant workers; (3) proposing institutional improvements, suggesting reforms in Taiwan's intermediary system, such as enhancing transparency, providing education and training, establishing support systems, strengthening oversight and auditing, offering legal aid, and raising social awareness; as well as addressing language training and employment needs for blue-collar migrant workers in national policies. The study emphasizes the transformation of stereotypical impressions, promoting equal rights, and reconsidering the use of employment stabilization funds, emphasizing language programs, empowerment initiatives, and cultural integration.
