    Title: 遠距工作對情緒勞動與工作壓力的影響-以勞工保險局為例
    The Impact of Remote Work on Emotional Labor and Work Stress:A Case Study of the Bureau of Labor Insurance

    Abstract: 本研究旨在以訪談方式調查,探討公部門遠距工作時對情緒勞動與工作壓力的影響,並以勞工保險局為訪談對象。近年來,隨著科技的進步以及Covid19疫情的影響,不只是民間企業,公家機關也在疫情期間實施了遠距工作。遠距工作逐漸成為組織管理的重要趨勢,然而其對情緒勞動與工作壓力的影響尚待深入研究。
    本研究採用質性訪談方法,邀請了勞工保險局的承辦人參與,以了解他們在遠距工作環境下的情緒勞動體驗及工作壓力感受,又因為勞工保險局的承辦人留任期間偏短,受訪者們普遍表示倦怠感強烈。為了提升政府服務效能以及服務品質,本研究關注承辦人員工作時的身心狀況,訪談結果顯示,遠距工作使得受訪者能夠更靈活地安排工作時間,大幅的減少打岔,進而提升專注度,節省下來的通勤時間,也同時更好地協助了有家庭者的工作和生活。遠距工作讓工作效率提升,工作量得以負荷,不必長期加班,從而降低了工作壓力的程度,幾位受訪者也表示遠距工作能提升留任意願。
    此外,訪談結果還顯示,遠距工作的環境讓受訪者在一整周的時間裡有幾天可以中斷人民服務的工作,專注的在家上班,不必分神回應人民情緒,有效緩解長期以來緊繃的情緒,從而降低了情緒勞動的程度。他們表示,在遠距工作的環境下,他們能夠更好地保持情緒穩定,更專注地投入到工作中,並且在充分的休息後,隔日進行更好的人民服務。
    綜合而言,本研究通過訪談方式深入探討了遠距工作對情緒勞動與工作壓力的影響。結果顯示,遠距工作有助於降低情緒勞動以及工作壓力的程度,從而降低工作倦怠以及提升留任意願。然而,仍需注意到個人因素和公部門實施時態度、公部門的是否有足夠的系統資源,以及是否有將工作內容進行完善分類,此些因素可能都會影響遠距工作對情緒勞動與工作壓力的調節作用。
    This study aims to investigate the impact of remote work on emotional labor and job stress in the public sector, focusing on interviews with employees of the Labor Insurance Bureau. In recent years, with technological advancements and the influence of the Covid-19 pandemic, remote work has been implemented not only by private enterprises but also by government agencies during the pandemic. Remote work has gradually become a significant trend in organizational management, yet its effects on emotional labor and job stress remain underexplored.
    This research employs a qualitative interview method and invites employees from the Labor Insurance Bureau to participate, aiming to understand their experiences of emotional labor and job stress in a remote work environment. Due to the relatively short tenure of the interviewees at the bureau, a prevalent sense of fatigue was expressed. To enhance government service efficiency and quality, this study pays attention to the mental and physical well-being of these employees. Interview results reveal that remote work enables participants to flexibly manage their work hours, significantly reduces interruptions, enhances focus, saves commuting time, and better supports the work-life balance of those with families. Remote work leads to increased work efficiency, manageable workloads, reduced need for prolonged overtime, thus decreasing job stress levels. Some interviewees also noted that remote work contributes to higher job retention intentions.
    Furthermore, interview findings indicate that the remote work environment provides interviewees with days during the week to work from home without the need to be constantly responsive to public sentiment. This helps alleviate long-standing emotional tension, ultimately reducing the intensity of emotional labor. Participants stated that in the remote work setting, they can maintain emotional stability more effectively, concentrate better on their tasks, and provide improved public service after sufficient rest.
    In conclusion, this study delves into the impact of remote work on emotional labor and job stress through in-depth interviews. Results suggest that remote work contributes to lower levels of emotional labor and job stress, reducing work fatigue and enhancing job retention intentions. However, it is important to consider individual factors, the attitude of public sector implementation, availability of sufficient system resources, and the adequacy of work content categorization. These factors might influence the moderating effects of remote work on emotional labor and job stress.
