Title: | 從社區參與邁向社區柔韌性:公共圖書館的角色與功能 The Role of Public Libraries in Community Resilience |

Abstract: | 本研究旨在以社區柔韌性觀點瞭解我國公共圖書館如何透過提供服務,協助建構社區柔韌性,以國立臺灣圖書館與新北市立圖書館為研究個案,探討公共圖書館面對災害衝擊時,如何協助建構與強化社區柔韌性,及其角色與功能。研究目的總結以下三點:(1)進行社區柔韌性之理論初探、(2)瞭解公共圖書館如何協助社區強化柔韌性、(3)公共書館協助建構與強化社區柔韌性之角色與功能。 本研究以文獻分析法,統整並歸納過去衡量社區柔韌性指標所包含屬性,瞭解社區柔韌性的重要特徵與觀察面向,並作為深度訪談大綱之理論內容。採用個案研究法與專家深度訪談法,兩個管道進行資料蒐集與分析,個案分析法,蒐集研究對象之年報、官方網站、官方經營Facebook社群專頁、活動紀錄、採訪報導及期刊等次級資料進行分析,瞭解公共圖書館面對衝擊時,如何透過調整服務協助社區建構與強化其柔韌性,並作為設計深度訪談大綱之參考依據。專家深度訪談之研究對象由兩間公共圖書館之館員,包含課長與組員6位組成。 研究結果顯示,公共圖書館協助建構與強化社區柔韌性主要觀察面向:(1)知識、技能與學習;(2)基礎資源;(3)社區網絡;(4)多元且創新;(5)政府參與;(6)人地聯繫。 綜合個案研究及訪談結果,本研究發現公共圖書館主要以不斷調整的服務,及調整過程創造的社區網絡,適應快速變動的環境同時親近社區,進而協助建構與強化社區柔韌性。歸納公共圖書館於其中扮演角色與發揮功能:(1)支持者,適應快速變動的環境,並持續提供服務;(2)仲介者,媒合社區機構提供服務,創造、鞏固社區網絡並接觸更大範圍社區居民;(3)推廣與保護者,徵集、保存並展示當地歷史與文化;(4)輔助及協助者,確保社區居民不論身分,皆可平等獲取所需資訊;(5)合作者,與政府、社區居民朝共同目標前進。 最終,根據本研究之研究結果,提出公共圖書館發展適應衝擊的社區柔韌性 的四點建議:(1)公共圖書館推展新服務持開放態度、(2)嘗試建立與社區雙向交流管道、(3)與相同目標社區機構緊密合作、(4)針對社區環境推出因地制宜服務與活動。 The study aims to investigate how public libraries in Taiwan build community resilience through providing services from community resilience, analyzing the case of National Taiwan Library, and New Taipei City Library to conduct the three investigations: (1) A Preliminary Study on the Theory of community resilience. (2) Learn how public library help communities build and strengthen community resilience. (3) The role and function of the public library to help build and strengthen community resilience. The study uses the method of literature analysis to integrate included in the previous indicators of community resilience to understand the important characteristics and observation aspects of community resilience, and to use it as the theoretical content of the in-depth interview outline. Collected and analyzed information by case study and expert in-depth interview. In methodology of case study collected and analyzed annual reports, official websites, Facebook official social networking sites, activity records, interview reports and periodicals of the subjects. To understand how public libraries on impact help the community build and strengthen community resilience by adjusting services, and serve as a reference for designing an in-depth interview outline. In methodology of expert in-depth interview, the subjects are 6 librarians from 2 public libraries, inculding head of class and members consist. The study showed the main observations of public libraries assisting in the building and strengthening of community resilience: (1) Knowledge, skills and learning. (2) Basic resources. (3) Community networking. (4) Diversity and innovation. (5) Engaged government. (6)People-place connection. After integrating the result of case study and interview, the study showed public libraries adapt to the rapidly changing environmen by adjusted services and the community network created by the process, get close to the community, to helpe to build and strengthen the community resilience. Summarize the roles and functions of public libraries build and strengthen the community resilience: (1) Supporters, adapt to a rapidly changing environment, and continuous service. (2) Intermediary, Match community agencies to provide services, create and consolidate community networks and reach out to a wider range of community residents. (3) Promoters and protectors, collect, preserve and display local history and culture. (4) Assisting, ensuring that community residents, regardless of their status, have equal access to the information they need. (5) Collaborators, working with the government and community residents to move towards a common goal. In conclsion of, according to the result, there are four recommendadtions for public libraries to develop community resilience to adapt to shock. (1) The public library is open to promoting new services. (2) Try two-way communication with the community. (3) Work closely with community organizations with the same target. (4) Launch services and activities by community environment. |
