| Abstract: | 近期如新冠疫情、全球氣候變遷等重大問題之出現，加上全球化之影響，易造成環境、社會、經濟風險之增加。產業園區的規劃與發展在我國經濟發展中扮演重要之角色，然目前多數老舊之產業園區面臨規劃不佳、設備老舊、土地閒置、產業用地供需失衡等課題，造成整體生產動能成長趨緩或衰退，不利於產業發展。環境、社會與公司治理（Environmental、Social and Governance, ESG）概念，被多數的研究證實與強化企業韌性是具有正向關係的，係能夠真正落實永續經營與發展的關鍵因素。
本研究以經濟部工業局所管理之編定工業區為研究對象，基於ESG發展理念，進行產業園區ESG發展策略架構的研擬，將產業園區ESG發展策略架構分為「綠色園區」、「社會共融」以及「園區運維」三個面向，以及三個面向下之七種分類，並根據相關文獻內容研擬三十一項發展策略。透過模糊德爾菲法以及TOPSIS法專家學者問卷調查方式，篩選發展策略項目並進行發展策略優劣順序適用的分析。最終再針對研究範疇之編定工業區進行態樣分類，據以提出八種我國產業園區ESG發展策略組合，可作為我國產業園區主管機關未來以ESG理念引導國內產業園區發展規劃之參考。
氣候變遷已為當前全球各地亟需面臨之課題，本研究據以提出因應氣候變遷下之我國產業園區未來各方面之ESG發展應對策略，期望引導產業園區盡到應有的企業社會責任（Corporate Social Responsibility, CSR），同時強化我國產業園區安全與防護，帶領產業朝向永續經營成長。
Recent major issues such as the COVID-19 pandemic and global climate change, coupled with the impact of globalization, have led to increased environmental, social, and economic risks. The planning and development of industrial parks play an important role in our country`s economic development. However, most of the existing industrial parks face challenges such as inadequate planning, outdated equipment, idle land, and imbalances in the supply and demand of industrial land, resulting in a slowdown or decline in overall production capacity and hindering industrial development. The concept of Environmental, Social, and Governance (ESG) has been proven by numerous studies to have a positive relationship with strengthening corporate resilience and is a key factor in achieving sustainable operation and development.
This study focuses on the industrial parks managed by the Industrial Development Bureau, MOEA (IDB). Based on the ESG development concept, this research formulates the framework for ESG development strategies for industrial parks. The framework is divided into three dimensions: "Green Park," " Social Co-prosperity," and "Park Operation and Maintenance," along with seven subcategories within these dimensions. Thirty-one development strategies are formulated based on relevant literature. By utilizing the Fuzzy Delphi method and TOPSIS method in an expert and scholar questionnaire survey, the development strategy items are screened and analyzed to determine their priority order. Finally, a typology is developed for the designated industrial parks within the scope of this study, leading to the proposal of eight combinations of ESG development strategies for industrial parks in our country. These combinations can serve as references for the competent authorities in guiding the future development planning of domestic industrial parks based on the ESG concept.
Climate change has become an urgent global issue, and this study presents ESG development strategies for various aspects of our country`s industrial parks in response to climate change. The aim is to guide industrial parks to fulfill their corporate social responsibility (CSR) and strengthen safety and protection measures, leading the industries towards sustainable growth. |
