    Abstract: 在全球暖化與氣候變遷問題日益嚴重之際,依據IEA國際能源總署的統計:全球溫室氣體排放主要有8成是來自燃燒石化燃料所產生的碳排量;並指出在2050淨零的路徑上,IEA建議提升能源使用效率最為重要。因此,為了加速淨零碳排的目標,除了國家既定的基本淨零政策之外,企業能夠用什麼方法,以最有效率的能源使用方式來改善碳排放問題呢?
    從環境的角度來看,減少能源使用仍然是降低全球溫室氣體排放的關鍵;許多先前研究已經說明能源管理是一種有效降低能源消耗與碳排放量的方法,隨著智慧電網與能源管理系統 (Energy Management System, EMS) 相關技術的成熟,能源管理系統已經不再只是電網系統使用的工具,EMS已經可以被運用企業的日常營運之中:利用工廠能源管理系統(FEMS)可以協助製造業發掘異常的生產能耗、規劃更有效率的生產模式、提升能源使用效率,以及降低能源使用量和生產成本;或是採用建築能源管理系統(BEMS)來幫助企業建構智能化的生活和工作環境,並且有效管理建築能耗,在環境舒適度和能源消耗上找到平衡點,同時避免不合理的能源使用行為,並持續改善能源使用效率。藉由企業導入能源管理系統,預期將可以大幅改善能源使用效率、減少能源消耗,進而加速減少二氧化碳排放量。
    本研究將運用系統化的方式進行文獻探討與專家訪談,首先找出影響企業採用能源管理系統的關鍵要素,並確認與建構本研究模型;再透過問卷調查量化的方法,經由產業公會蒐集國內企業經營者、主管與專業人員針對採用能源管理系統的意見,驗證本研究模型;進而確認影響企業導入能源管理的關鍵要素,以提供企業採用能源管理系統的建議,以及提供政府改善能源政策的建議。
    As witnessing the seriousness of global warming and severe climat change, according to IEA (International Energy Agency) statistics, almost 80% of global greenhouse gas emissions are generated from fossil fuel burning, thus IEA indicates the solution for energy efficiency and usage for establishing a milestone aiming for targeting net-zero gas emission berfore 2050. Additionally, except nation states’ net-zero emission policy, how enterprise, corporate, and private sectors are capable of recommend any condusive solution purposely for relieving emission factor?
    From the environment point of view, reducing fuel & energy consumption would be key factor for easing global warming and heat-trapping emission. It is obvious a good design of energy management system will be a solution to assit monitoring energy consumption and efficient ratio, reaching the target for reducing global gas emission. Following to the deployment of Smart Grid and Energy Management System, EMS, the EMS technology has been implemented for enterprise sectors on daily access, such as the industrial energy management system (FEMS) that supports the abnormal over-consuption of energy for manaufactrue sectors, model designed for more efficient production, improve highly effecicient energy utilization, decline on over-consumed power lavishly, and cost-saving benefits. Similarly, adopt architech energy management system (BEMS) for assisting the enterprise on building up the smart life and work enrionment, effectively monitor building energy consumption, find the balance in between the amenity of environment and the use of energy, in avoidance of unreasonable over-consumed power behavior, continue improving the efficiency of energy consumption, reduce power usage so as to reach diminishing on CO2 emission, thus meet the net-zero emission target.
    This main theme will be aligned with the following syquency: first research on professional papers and interviews with selected profeffionals, purposely for finding out the key factor affecting the enterprise after adapting for energy management system, in relation to assumption model this research proposes. Secondly through Questionaires and simulation analysis, demonstrate the research model by collecting comments from industrial society and/or organizations, high ranking employees from private enterprise, and Telecom professionals, and also make sure the key factor for affecting the enterprise participating in energy management system, and further migrate on developoing the solution for Government energy managmenet system.
