    摘要: 臺灣政府公布了一項藍圖,計畫在二零三零年前將該國發展成一個廣泛使用英語和華語的雙語國家。然而,這個計畫並不是要將英語納入官方語言,其「雙語國家」的定義也十分抽象。此外,該國還有其他傳統上使用的語言,如客語、閩南語以及原住民語言。一八九五年起,日本入侵臺灣,臺灣人不得不學習他們本不使用的語言,首先是日殖統治時期下的日語,然後是中國國民黨統治時期的華語。殖民語言留下了痛苦的記憶,尤其在中國國民黨統治時期,種種情況促成了重視本土文化和語言的臺灣人身份形成。儘管過去有優先使用外來語言而不是本土語言的經歷,對「2030雙語國家」藍圖的反對意見很少。該政策能被普遍地認同,被歸因於可被預期的財政結果和臺灣正轉型為許多文化與思想混合而成的國際大都會。此藝術導向的研究計畫,以紀錄片形式呈現反映了一位外國人的個人嘗試,以藝術的方式理解臺灣語言的政治性歷史、其政府的2030雙語政策以及對該政策的意見。
    The Taiwanese government released a blueprint for developing the country into a bilingual nation where both English and Mandarin are widely spoken by 2030. However, the plan is not to make English an official language, and what is meant with a bilingual nation is rather abstract. Besides, there are other languages that have been spoken in the country traditionally such as Hakka, Hokkien and aboriginal languages. Starting from 1895, when the Japanese invaded Taiwan, Taiwanese people had to learn languages that they had not commonly spoken, first Japanese during the colonial rule, then Mandarin under the Chinese Nationalist rule. Colonizing languages left bitter memories, especially during the Chinese Nationalist Party (KMT) rule, and this situation contributed to the forming of a Taiwanese identity which values local cultures and languages. Despite past experiences regarding prioritization of foreign languages over the local ones, there have been very few objections regarding the Bilingual 2030 plan. The general agreement with the policy is thought to be due to the expected financial outcomes and Taiwan’s transformation into a cosmopolitan country where a lot of cultures and ideas mix. This art-based documentary project reflects a foreigner’s personal attempt to understand the political history of languages in Taiwan, the government’s Bilingual 2030 plan and opinions on it in an artistic way.
