Abstract: | 社會創新是因應日趨複雜的社會問題而興起的創新解決途徑,意圖透過跳脫窠臼的新穎方案來處理棘手的問題。本研究以聯發科技教育基金會主辦之國內規模最大的數位社會創新競賽-「智在家鄉」為研究對象,探討其運作模式、賽事設計以及歷屆參與狀況、落地實踐追蹤分析,以為台灣社會創新的推動提供經驗與觀察。 經由五年對智在家鄉活動的觀察與分析,可以發現智在家鄉是參與度高、滿意度亦高的社會創新競賽。社會參與響應度高,與其以家鄉為核心、開放式命題、呼應國際趨勢等特色有關;而滿意度高則與智在家鄉提供社會創新完整的驗證流程、以參與者為核心的流程設計、以及企業資源整合導入有關。 社會創新著重實踐,本研究亦針對賽後持續推動落地實踐的團隊進行分析,彙整社會創新成功實踐的關鍵因素包含先備知識的建立、數位科技的導入與管理、利害關係人的參與及資源整合及策略發展能力。 綜合跨越五年對智在家鄉的觀察與分析,顯示智在家鄉對社會創新在台灣的推動具有正面促進,具體展現在創新、能力、生態系三個面向。而智在家鄉透過流程設計、資源導入、社會參與,促進多面向社會議題獲得關注及解決的行動方案,本身即是一場大規模的社會創新實踐。 Social innovation is an innovative solution to increasingly complex social problems, with the intention of tackling difficult problems through out-of-the-box and novel solutions. This study explores the operation model, competition design, and participation status of the largest domestic digital social innovation competition in Taiwan – “Genius for Home” hosted by MediaTek Foundation, to provide experience and insights for the promotion of social innovation in Taiwan. After five years of observation and analysis, it can be found that “Genius for Home” is a social innovation competition with high participation and satisfaction. The high responsiveness of social participation is related to its characteristics such as taking hometown as the core theme, open-ended propositions, and echoing international trends. The high satisfaction is related to the complete verification process of social innovation provided by “Genius for Home”, the supportive process design for participants, and the integration of enterprise resources. Social innovation is about practice. This research analyzes the teams that continue to implement social innovation after the competition. It highlights the key factors of successful social innovation practice, including the prior knowledge, the introduction and management of digital technology, stakeholder participation, resource integration, and strategic development capabilities. Based on a comprehensive observation and analysis of “Genius for Home” spanning five years, it shows that the program has positively promoted social innovation in three aspects, namely innovation, capability and ecosystem. Through process design, resource introduction, and social participation, “Genius for Home” helps multi-faceted social issues to gain attention and action plans, which is itself a large-scale social innovation practice in Taiwan. |
