    Title: 少子化下公私立幼兒園組織關鍵活動之研究
    The Research of Organizational Critical Activities of Public and Private Kindergarten under the Lower Birth Rate

    Abstract: 幼兒教育為一個國家的基礎,關乎到往後人才數十年的培育,在少子化時代下,幼兒園受到相當大的衝擊,不管是幼兒整體數量減少亦或是政策下的實施,對於幼教生態皆會產生影響,為了探究在現今幼教的經營重點,以及預期產業的未來方向,本研究採用多重個案研究法,以訪談法進行資料蒐集,個案選取二間公立幼兒園和一間私立幼兒園作為研究對象,以組織關鍵活動(OCAs)探討當今幼教應該優先把資源投入到那些項目,使園方持續性取得成功。本研究發現幼兒園的組織關鍵活動,依照活動目的可被歸納為「顧客服務」、「教學管理」、「外部經營」三大活動類別,在活動類別的架構下,分析個案之間的差異,以公私立幼兒園比較,私立幼兒園較為重視「外部經營」,公立幼兒園則是專注於「顧客服務」。本研究進一步比較城鄉之間的公幼,都市地區「教學活動」排序靠前,鄉村地區則是以「家長經營」為優先。最後,近期政策對於公私立幼兒園的影響,研究發現私立幼兒園加入準公共之後,「家長經營」、「教學活動」的活動優先序上升;反之公幼受到環境面的衝擊時,城鄉之間產生不同應對方式,都市公幼提升「品牌形象」的排序,鄉村公幼增加「教學活動」的權重。本研究針對不同環境下幼兒園之OCAs進行研究,期望對於幼教業者,在環境變遷下指引發展方向與更有效率的資源運用,以降低經營風險。
    Early Childhood Education (ECE) is the foundation of a nation and is related to the development of human resources for decades to come. In the era of sub-replacement fertility, kindergartens have suffered a significant impact. Whether it is the drop in the number of children or implementing the policy, the ecosystem of ECE will be affected. To explore the management concerns of ECE today and its expected future direction, this study adopted the multiple case research. Two public and one private preschools were selected for the study, and data were collected by interview method. Using Organization Critical Activities (OCAs), it explores which programs today`s ECEs should prioritize their resources to achieve sustainable success. The results show that the OCAs of preschools can be grouped into three major categories: "customer service", "teaching management", and "external management" according to the purpose of the activities. The study analyzes the differences between cases under the framework of activity categories. Private preschools concentrate more on "external management" while public ones focus on "customer service". This study further compares public preschools in urban and rural areas. "Teaching activities" are ranked first in urban areas, while "parent management" is given priority in rural areas. Recent policies have also affected public and private preschools. The study found that the preference for "parent management" and "teaching activities" increased after private preschools become quasi-public ones. When public preschools are affected by the environment, the schools have different ways of coping between urban and rural areas. Public preschools in the urban area have increased the ranking of "brand image", while those in the rural area have increased the weighting of "teaching and learning activities". This study examines the OCAs of preschools in different environments, hoping to offer the direction of development and more efficient use of resources for early childhood educators to reduce operational risks in the changing environment.
