    Title: 民眾對離岸風力發電態度轉變之因素研究

    Abstract: 隨著政府對國家能源轉型計畫的目標制定及嚴格實施,加上氣候變遷日趨嚴重且電力供需狀態明顯不平衡等,創能及儲能的相關措施日趨重要。其中,風力發電屬於創能的部分。風力發電又分為陸域及離岸兩部分,2016年時吳貞儀碩士針對2012/12/17-2017/2/24時期對臺灣西部縣市居民調查訪問對離岸風力發電的態度問卷資料做整理研究,本次研究基於這份研究做為資料基礎,與2020/11/5-2021/7/27時期所蒐集的問卷作比較整理,觀察臺灣西部縣市的居民是否因為政府政策、氣候變遷或是電力供應狀況等因素對風力發電廠的興建態度有所轉變,甚至可以觀察出是否因為有著第一期的經驗而更接受或是更加排斥風力發電廠的興建。
    研究結果顯示,2020/11/5-2021/7/27除了對風力發電廠興建的認知度與贊成度無關以外,其他皆有相關。加上敘述性統計分析的趨勢分析可以建議欲興建離岸風電廠的廠商,可以多為製造業/營造業想出互利互惠之方案,另外也可以就長期居住之居民當作目標市場。溝通管道部分網際網路是一個新的溝通管道,可以向居民傳達更清楚明瞭的資訊,進而降低居民的反彈程度。
    待統整比較後,就結果可以給予政府或是興建風力發電廠的廠商建議,創造一個讓政府可以順利推動綠能發展,讓風力發電廠的廠商可以從中獲取利潤,甚至是讓居民的生活可以變得更好的三贏局面。
    As the government sets and strictly implements the goals of the National Energy Transition Plan, plus coupled with the increasingly serious climate change and the apparent imbalance of power supply and demand, energy measures have become increasingly important. Among them, wind power is a specific field of study. Master Wu Zhenyi’s research (2016) concluded on the attitude of residents of counties and cities in western Taiwan on offshore wind power, on which this research is based, comparing the questionnaires collected during 2020/11/5-2021/7/27, and observing the change of the perspectives of residents.
    The results of the study show that, except for the awareness and approval of wind power plant construction, all other factors and approval or not are related. In addition, we can use the results of descriptive statistical analysis to suggest that manufacturers who want to build offshore wind power plants can come up with mutually beneficial solutions for the manufacturing/construction industry. In addition, long-term residents can be used as the target market. Last, Internet can be a new communication channel that can convey clearer information to residents, thereby reducing the level of residents’ rebound.
    After the comparison, the results can be given to the government or manufacturers of wind power plants to create a way for the government to smoothly promote the development of green energy, so that the manufacturers of wind power plants can profit from it, and even the residents can have a better life.
