| Abstract: | 因應中華人民共和國（下稱中國大陸）軍事力量崛起、經濟勢力擴張，美國世界霸權地位逐步受到挑戰，為維持不對稱且絕對權力優勢，川普引用2007年日本首相安倍晉三「自由與繁榮之弧」構想，於2018年提出「印太戰略」理念，取代歐巴馬「亞太再平衡」戰略，並以中國大陸地緣位置為考量，聯合鄰近太平洋及印度洋海域重要國家，初期以日本、澳洲、印度等四方會談之成員國為主，並持續推動區域內國家參與，進行外交、軍事及經濟等多面向合作，維持印太區域局勢之穩定性，以達美國對區域盟友之安全承諾。
本文以文獻分析及歷史研究方式，並從「地緣政治」理論來看，中國大陸作為世界大國，其尋求提高國際地位與影響力，並挑戰現有之世界秩序，並具體運用「一帶一路」戰略，持續拓展其勢力範圍，已是必然發展趨勢，臺灣本島位處西太平洋第一島鏈，軍力已無法與其抗衡，且國際政治、經濟上亦持續遭受打壓，我國首要除了必須瞭解美「印太地區」軍事戰略發展趨勢與作為，並檢討我安全處境外，應跳脫舊有思維，透過友盟國家協助，尋找妥適之外交與經濟政策予以應對，避免共產勢力蓬勃發展，打亂現有國際秩序與我自身國家安全。
The rise of military power and the expansion of economic power of the People`s Republic of China has been gradually challeging the US`s world hegemonic position. In response to that and to maintain US`s asymmetry and absolute power superiority, in 2018, President Trump cited the "arc of freedom and prosperity" concept of Japanese Prime Minister Shinzo Abe in 2007, and introduce the concept of "Indo-Pacific Strategy" to replace President Obama`s "Asia-Pacific rebalancing" strategy.For the strategy, given the geopolitical position of Mainland China, the US shall work with key states in West Pacific and Indian Ocean. The involvement shall start with the main members of Quadrilateral Security Dialogue, and seek further participation of other countries in the region.The objective of the strategy is to achieve diplomatic, military, and economic multi-faceted cooperation with these countries, so US can fulfill the security commitments to its regional allies.
This paper is based on literature analysis and historical research, and from the perspective of "geopolitics" theory, Chinese mainland as a world power, it seeks to improve its international status and influence, and challenge the existing world order, and specifically uses " The Belt and Road" strategy to continue to expand its sphere of influence, which is an inevitable development trend, Taiwan`s island is located in the first island chain in the western Pacific, the military strength can no longer compete with it, and the international political and economic pressure continues to be suppressed, China must first of all in addition to understanding the United States "Indo-Pacific region" The development trend and behavior of military strategy, we should find appropriate foreign and economic policies to deal with it through the assistance of friendly countries, so as to avoid the vigorous development of communist forces and disrupt the existing international order and our own national security. |
