As we all know, Japan-China relations have experienced ups and downs. However, in June 2019, Xi Jinping visited Japan for the first time since he became president, and Japan-China relations have returned to a "normal track". However, China Coast Guard`s vessels as well as naval and air forces have not stopped their activities around Japan.
Taking China`s contradictory policy towards Japan as the research background, this study aims to answer the question: "What factors influence China `s East China Sea strategy? " This question focuses on the "China`s maritime strategy," including related objectives, discourses and measures, as well as "China`s practices in the East China Sea," in order to observe and analyze the China `s East China Sea strategy during the Xi Jinping`s presidency from the perspectives of national and international systems.
The results of this study show that changes in Japan-China relations have had little impact; however, changes in the China `s international status and the accompanying changes in security perceptions have affected China`s East China Sea strategy.
This paper argues that Japan and China need to continue to communicate with each other to avoid misunderstandings that could lead to unexpected outcomes in order to ensure the national security of both sides.
At the same time, Japan should make full use of the existing channels between the two sides to play a role in integrating China into the Indo-Pacific concept, and unite with the entire Indo-Pacific region to achieve regional security and stability.
