    Abstract: With the potentials in improving economic growth by digital transformation has dragged much attention around the world. The paper aims to adopt the Digital Economy and Society Index (hereafter DESI) based on new 4 dimensions structure including Connectivity, Human capital, Integration of digital technology, and Digital public services, which was used to assess the digital development in European Union (hereafter EU). After the costs and benefits analysis of digital development, this research engages in an empirical study on the impact of digital performance or development on country economic growth. The panel data from 2016 to 2021 of in EU member states suggests not only DESI in the U-shaped correlation with the economic growth but also verify the new structure of dimension of DESI that well explain the changes in economic growth in EU economies. Further, it is also hard for those low-income countries to turn around the economics through digital development because the exponential development of technology and lack of investing resources will only enlarge the gap in between. In addition, our result shows that Connectivity dimension in DESI has positive and the largest contributions to the country economic growth which can be the basis for policymaker to consider it at the first place for the future development of digital transformation.
