The emergence of the Korean wave phenomenon has not only increased the prevalence of South Korean culture in Taiwan but also contributed to record-high performance in the volume of trading and tourism activities between Taiwan and South Korea. South Korea has gradually attracted global attention, and this phenomenon is verified by the increase in the demand for learning the Korean language. However, Korean language education systems and regulations for senior high schools in Taiwan are still at a primitive stage. To address the aforementioned problem, the implementation of Korean language education as second foreign language for senior high schools in Taiwan must be re-examined. This study therefore focuses on the changes in the number of people studying a second foreign language in senior high schools and the factors related to it, and subsequently identify the historical context relating to the increase in the number of Korean language learners. Using senior high schools in Taipei that offer Korean language courses as the research subject, this study provides a comprehensive review of senior high school course planning, teaching materials, and the Korean language teachers. Through this study, the author hopes to identify the cause of the problems and thereby provide a solution to the establishment of an effective Korean language education system for senior high schools.
