    摘要: 國際間服務業之貿易,係由「服務業貿易總協定」(General Agreement on Trade in Services,簡稱GATS)。當WTO會員在烏拉圭回合談判 GATS 時,各國缺乏貿易統計數據。WTO會員亦缺乏GATS 下的四種服務貿易模式的統計資料,在杜哈回合期間往往在制定談判策略面臨困難。這或許可以部分解釋為什麼服務貿易的進展慢於非農市場進入談判及農業談判。

    隨著台灣服務提供者對進入國際市場的需求不斷增加,杜哈回合為台灣公司提供了拓展市場的機會。此更凸顯服務貿易統計在政策規劃和擬定市場開放清單之重要角色。本論文透過研究台灣目前的統計制度,發現服務相關統計之編制,並非為了服務貿易談判而編制的。這是WTO會員共同面臨之問題。此外,收集服務貿易統計之工作則分屬許多政府機構,更對蒐集 WTO 服務貿易談判所需的四種服務類型資訊之困難度。

    此外,服務業在經濟發展甚為重要。為合理配置政策資源,須先了解服務貿易情形,爰應設立服務貿易統計專門機構。此外,由於服務貿易具有無形和不可儲存的特點,透過登記來蒐集相關資料非常困難。實際上,調查是蒐集服務貿易統計資料之必要方式。另服務貿易資訊往往涉及商業機密,應通過立法保護商業機密。長期而言,應考量納入國際服務貿易統計手冊中的建議,以建立完善服務貿易統計。
    The General Agreement on Trade in Services (GATS) established a multilateral framework for trade in services. When WTO Members negotiated the GATS during the Uruguay Round, the countries had insufficient trade statistics in this regard. Later on, WTO Members lacked sufficient statistics to monitor a service through any of the four modes under the GATS and to set negotiation strategies during the Doha round. This may partly explain why the progress of services trade had been slower than that of non-agricultural market entry negotiations and agricultural negotiations.

    With growing need of Taiwanese services suppliers to go to the international markets, the Doha Round served as an opportunity for Taiwanese companies to expand their markets. Services data plays an important role in policies planning and make negotiations requests and offers. By studying Taiwan’s current statistical framework, it is found that data was not originally intended to compile for the use of service trade negotiations. This is a common problem for WTO Members. Furthermore, there are a number of government agencies involving collecting the service trade data. It is even more difficult to compile statistics on the four types of service provision in different industries needed for WTO service trade negotiations.

    Moreover, the service industry is playing a crucial role in the economy. In order to properly allocate policy resources, it is necessary to establish detailed statistics on trade in services. A dedicated agency should be established for service trade statistics. Due to the intangible and non-storable characteristics of trade in services, it is very difficult to collect relevant information through registration. Surveys are actually a necessary way to collect statistics on trade in services. In addition, service trade information often involves commercial confidentiality. Protection of commercial confidentiality should be done through legislation. Recommendations in the Manual on Statistics of International Trade in Services should be included in the long-term work.
