    Abstract: 兩岸青年創新創業牽涉複雜的政商關係及制度因素,引起廣泛關注,但實際運作情況如何,至今仍缺乏深入探討。作者以知情人身分進行參與觀察及訪談,同時結合創業理論,以個案研究方式呈現兩岸青年創新創業活動現狀。本文研究個案體現了中國大陸政府推動兩岸青年創新創業的三種形式:直接連結、透過大學連結以及透過商業平台連結。縱然中國大陸政府力推「萬眾創業、大眾創新」並積極鼓勵兩岸青年合作,但受限於行政上的官僚慣性,許多青年新創團隊未必能夠得到適時的協助。甚至,有些到中國大陸就業或創業的台灣青年被有心人士所利用,成為申請各項資助的「人頭」,而非全心投入創新創業,遑論真正發揮兩岸青年合作的成效。
    Cross-strait youth innovation and entrepreneurship involves complicated government-business networks and institutional factors, which has aroused the great social concern. However, the literature on the subject and actually happenings is very scant. With the unique perspective as insiders, the authors of this paper combine interviews, case studies and entrepreneurship theory to report on the situation of cross-strait youth innovation and entrepreneurship activities. This paper points out that the cases from Huaqiao University reflect the three major forms advanced by the government of China to promote cross-strait youth innovation and entrepreneurship: direct link, links through universities, and links through commercial platforms. The government is committed to promoting its "Widespread Entrepreneurship and Innovation Policy" and pooled resources to develop cross-strait youth cooperation, but youth startup teams remain hemmed in by rules and regulations. Additionally, a few Taiwanese young people who wanted to obtain employment or start an undertaking in mainland China were reduced to mere figureheads, while being manipulated by brokers to advance funding. As they are not fully engaged in innovation and entrepreneurship activities, it is impossible to achieve true cross-strait youth cooperation.
