Startups plays an important role both in business environment and the society development. However, running a startup in a highly competitive environment will face enormous challenges. The study adopts the Organizational Critical Activities (OCA) theory to summarize the six key organizational critical activities startups, including "customer relationship management", "brand management", "new service development", "technology research and development", "service quality management", and "manpower recruitment and training", which are worthy of attention by startups in the early stage of entrepreneurship to ensure the short-term, mid-term, and long-term success of the organization.

This study further explores the pandemic impact on startups and their corresponding response measures. The study found that during a pandemic, startups would three main challenges, including "existing service interruption" and "external environmental changes", and "cash flow interruption". In order to solve such challenges, startups generally adopt active strategies to respond to the Pandemic impacts. They generally prioritize three main organizational critical activities, including "new service and product development", "customer relationship management" and "brand management” to secure the survival and long-term development of the startups.

Through the analysis and application of the theory of organizational critical activities in startup, the study summarizes the common important management issues of startup, the pandemic impact on startup, and the corresponding solutions and trends. It is hoped that the study can both push the growth of research in startups area and provide guidance for people who are interested in starting a business.
