    Abstract:   本研究意在透過經濟、社會層面,探討越南對中國、日本交通建設項目之偏好。在研究架構上,本文共計有三項主要命題:其一,乃越南偏好日本交通建設所帶來之經濟、社會影響,因而使該國對其有較高之接受度;其二,越南民間對中、日工程項目之偏好確實會受其營建模式所影響;其三,越南菁英、民間社會因為所顧及的面向不同,使得菁英較偏好具有總體經濟效益的中資項目,而民間較偏好能帶動地方就業、社會功能較完善之日資項目。
      透過對新聞媒體、相關文獻的觀察,以及與在臺越籍人士的簡短訪談,筆者發現越南無論係政府還是基層民眾,皆顯露出對日資項目的偏好。根據筆者的歸納,這主要導因於以下因素:工程項目本身的施工安全性;越方人員於項目中參與度;越南對中國、日本的國家與企業印象,而這也與筆者先前的命題設定有些微出入。
    This research aims to explore Vietnam`s preference for transportation infrastructure projects funded by China and Japan through the economic and social aspects. In terms of the research framework, this article has three main propositions: First, the economic and social impact of Vietnam’s preference for Japanese infrastructure investment, which makes the country have a high degree of acceptance. Second, the preference of the Vietnamese people on infrastructure projects funded by China and Japan will indeed be affected by their modes of execution. Third, Vietnamese elites and civil society take into account different aspects, making elites prefer Chinese projects with overall economic benefits, while the public prefer Japanese projects that can promote local employment and have better social functions.
    Through the observation of news media, relevant literature, and brief interviews with Vietnamese in Taiwan, the author found that both the Vietnamese government and the grassroots people showed their preference for Japanese-funded projects. According to the author’s summary, this is mainly due to the following factors: the construction safety of the project itself; the participation of Vietnamese people in the project; the impression of Vietnam on China and Japan’s countries and enterprises, which is also in line with the author’s previous propositions. However, there are some differences between the research result and the proposition.
