    Title: 從行為經濟學探討地主陳情意願之研究-以桃園航空城區段徵收開發案為例

    Abstract: 自買賣登記案件全面登錄實際成交價格,政府於徵收查估即憑藉實價登錄成交價格及相關查估辦法辦理,價格資訊量逐年累積,價格資訊不對稱之情況相對應逐漸下降,徵收補償金額陳情案件卻未消弭。
    且以桃園航空城區段徵收開發案為例,提出陳情之地主並未特定集中於某個區域,甚至同一筆土地中亦同時存在陳情地主與未陳情地主,因此推論土地之條件非為陳情主因,造成陳情與否之差異應在於地主間之個人行為差異。
    故為探討陳情意願,本文以羅吉斯迴歸分析地主相關行為經濟學變數將如何影響地主陳情意願,實證結果顯示過度自信、損失厭惡、定錨及稟賦效應確實影響陳情機率,若未來在區段徵收開發案前先行避免或注意影響地主陳情的關鍵變數,就能降低地主陳情機率或找出潛在陳情地主,將助提升施政公信力讓政策執行與土地開發更有效率。
