    Title: 普惠金融與金融風險抵抗力之關聯性探討 -以台灣為例

    Abstract: 全球受惠於金融科技的發展,使得以往因為距離、貧窮等原因,而被排斥在金融服務之外的族群得以使用金融服務,而這樣的概念即是「普惠金融(Financial Inclusion)」。自2020年,台灣受到新冠肺炎的影響,景氣低迷、失業的人數大幅增加,使得許多人面臨財務上的困難,使生活受到影響,故有學者提出台灣主要都是關注金融的普及,但卻忽略了培養人們面對這樣的意外發生時的財務處理能力。而這種在財務困難時調節財務不平衡的能力稱為「金融風險抵抗力(Financial Resilience)」。而在去年台灣金融研訓院進行《2020台灣金融生活調查》,結果更是發現近三成(27.9%)民眾金融風險抵抗力低或極低。

    為瞭解台灣個人普惠金融對於金融風險抵抗力的影響,以及瞭解影響金融風險抵抗力的因素為何,進行此研究。本研究使用世界銀行2017年《全球金融包容性指數》資料庫進行次級資料分析,另因影響金融風險抵抗力的因素並不單一,故透過複迴歸分析以瞭解金融風險抵抗力(應變數)與普惠金融和個人特徵(自變數)的關係,並以最小平方法求得複迴歸係數,了解自變數對應變數之影響為何。由實證分析的結果可得知,金融風險抵抗力與普惠金融(金融機構帳戶與使用金融機構帳戶儲蓄)具有顯著的正相關,而與個人特徵中的教育程度也有顯著的正相關。
    Benefit from the development of Fintech in global, it has allowed people who were excluded from financial services due to distance and poverty in the past to use financial services. This concept is called "Financial Inclusion”. Since 2020, Taiwan has been affected by Covid-19, the economy is dull, and the number of unemployed has increased significantly. Many people are facing financial difficulties and their lives have been affected. Therefore, some scholars have pointed out that Taiwan is mainly concerned with the popularization of finance, but ignore to cultivate people`s financial ability to facing such accidents happens. And this ability, people adjust financial imbalances when they are in financial difficulties is called "Financial Resilience”. Last year, the Taiwan Academy of Banking and Finance conducted the "2020 Taiwan Financial Life Survey" and found that nearly 30% of the people have low or extremely low in Financial Resilience.

    In order to understand the influence financial inclusion on financial resilience in Taiwan`s people, and to understand the factors that affect financial resilience, this study was conducted. This study uses the World Bank`s 2017 Global Findex database for secondary data analysis. In addition, because the factors that affect financial resilience are not single, multiple regression analysis is used to understand financial resilience (controlled variable) relations with inclusive finance and personal characteristics (independent variables), and use the least square method to obtain multiple regression coefficients to understand the influence of independent variables on the corresponding variable. From the results of empirical analysis, we can see that financial resilience has a significant positive correlation with financial inclusion (financial institution accounts and savings using financial institution accounts), and a significant positive correlation with personal characteristics of education level.
