    Abstract: 政府為解決都市內老舊建物問題,先後公布實施「都市更新條例」及「都市危險及老舊建築物加速重建條例」作為老舊建物重建之法令依據,然過往文獻僅針對都市更新對於周邊地區不動產價格之外部性進行研究,尚無有關危老重建案件之相關研究,兼以過往文獻顯示,都市更新整建或重建後對於周邊房價均會產生一定程度之影響,為了解危老重建是否與都市更新方式同樣會對周邊地區房價產生影響,故引發本研究動機,並欲藉由本研究進一步證實都市更新對於周邊住宅價格影響程度大於危老重建之效果。
    鑒於新北市早於2013年8月便提出簡易都更機制,且其境內屋齡已逾30年以上之戶數亦為全國之冠,本研究遂以2018~2019年間新北市政府核定之都市更新以及危老重建案例為基礎,蒐集案例周圍地區2017至2020年期間之不動產交易案例共計7,544筆為研究樣本,並採用特徵價格理論及空間迴歸模型分析都市更新與危老重建前後對於周邊住宅價格影響程度,並利用鄒檢定檢視二者對於周邊住宅價格影響程度是否有明顯差異,同時確認影響二者周邊住宅價格之關鍵因素為何。
    實證結果發現,無論特徵價格理論或是空間迴歸分析結果均顯示都市更新對於周邊住宅價格之影響大於危老重建案例,且經鄒檢定確認二者之影響程度有明顯差異。至於影響都市更新周邊住宅價格之關鍵因素依序為「屋齡、屋齡平方」、「是否為一樓」、「核定公告前距離」、「建物類型」以及「核定公告前後」;而影響危老重建周邊住宅價格之關鍵因素則為「屋齡、屋齡平方」、「是否為一樓」、「建物類型」、「距離捷運站是否500公尺」以及「總樓層數」。
    To solve the problem of old buildings in the cities, the government has announced and implemented Urban Renewal Act and Statute for Expediting Re-construction of Urban Unsafe and Old Buildings as the legal basis for the re-construction of old buildings. Past literatures only conducted research on the externalities of urban renewal’s effects on the neighborhood housing prices, and there is no relevant research on the cases of reconstructing dangerous and old buildings. Also, based on past literatures, urban renewal or reconstruction will have a certain impact on the price of neighborhood houses. To understand whether the reconstruction of dangerous and old buildings will have the same impact on the neighborhood housing prices as the urban renewal method, is the motivation of this study. This study also wishes to further confirm that the impact of urban renewal on the neighborhood housing prices is greater than the effect of dangerous and old buildings reconstruction.
    This study is based on the urban renewal, and reconstruction of dangerous and old buildings cases approved by the New Taipei City Government from 2018 to 2019, and 7,544 real estate transaction cases collected from 2017 to 2020 as the research sample. The empirical results found that both the hedonic price theory and the spatial regression analysis results showed that urban renewal has a greater impact on the neighborhood housing prices than the reconstruction of dangerous and old buildings. Chow test also confirmed that there is a significant difference in the degree of impact between the two. The key factors affecting housing prices surrounding urban renewal cases are as follows: “house age, house age squared”, “if it’s on the first floor”, “distance before approval announcement”, “building type”, and “before or after approval announcement”; key factors affecting housing prices surrounding the reconstruction of dangerous and old building cases are “house age, house age squared”, “if it’s on the first floor”, “building type”, “if it’s within 500 meters to a MRT station” and “building’s total floor count”.
