    Abstract: 2020 年年初發生的 COVID-19 使得全球糧食市場失序,原本糧食市場所習慣與依賴的糧食 貿易出現停滯狀態,造成全球糧食市場的價格波動。然而,類似的糧食不安全情景也曾發生在 2008-2009 年的全球金融危機時期,造成 2010 年代前半葉的大幅糧價波動,最終形成近 30 年來 最大的糧食危機。倘若比較 2010 年代與此次 COVID-19 下的糧食危機,前者的糧價波動遠大於 此次,本文因此發問:相較於前次糧食危機,為何 COVID-19 並沒有造成更大的糧食不安全狀 態?本文認為區域主義(regionalism)在此次糧食危機中扮演重大角色,它一方面維持了糧食 貿易透明化,另一方面落實了區域內糧食安全治理,因此使得 COVID-19 疫情下的全球糧食安 全狀態雖有糧價波動,但無重大安全問題。
