Abstract:	新冠病毒疫情對於生命與生計的傷害不容小覷。貨幣政策雖靈活，但在目前總體經濟環境下，應付這場經濟極端風暴，未必能發揮作用；應以財政政策作為對抗疫情的主要對策。目前政府的紓困振興特別預算規模過小；本文提出若干政策設計構想。
