The Carnegie Classification of Institutions of Higher Education is a taxonomy of U.S. higher education institutions that has been used for a wide variety of purposes over three decades since it was published first in 1973. The previous editions of the Carnegie Classification were published in 1976, 1987, 1994, and 2000, to take account of both changes within institutions as well as changes in the universe of institutions. With the 2005 revision, the single classification was replaced by a set of multiple, parallel classifications. In order to continue the research framework of the 2000 edition, the Carnegie Foundation also developed ”Basic Classification” in 2006. The purpose of the study is to analyze the content of ”the 2005 and 2006 Carnegie Classification of Institutions of Higher Education” and of its impact on the development of 159 institutions of higher education in Taiwan. The study contains three major parts: (1) To analyze and compare the criteria and outcome of the 2005 and 2006 Carnegie Classification and the 2007 Taiwan classification developed based on the framework of the 2005 and 2006 Carnegie Classification. (2) To realize their impact on the development of Taiwan higher education in the future through a variety of methods including interviews, seminars and survey. (3) To offer some suggestions for the development of Taiwan Classification of higher education institutions in the future.
