    Abstract: 面對氣候變遷的影響,小島嶼國家雖政治、社會、文化、經濟發展程度上並不一定相同,但在面對日益惡化的氣候變遷及海平面上升的威脅下,在觀光產業、淡水資源、農漁業、人口健康與安置等議題上有著相似的潛在風險與脆弱度。為了整合有限的資源,強化小島嶼國家在氣候談判中的立場與策略,1992年所成立的小島嶼國家聯盟 (Alliance of Small Island States, AOSIS) 在面對具跨國界、時間與空間尺度評估與規劃的複雜性、科學不確定性的環境議題時,如何在談判場域中採取積極的態度,利用各種談判手法與其他高企圖心的國家合作,推動諸多目標與氣候行動成為研究的焦點。
    本文以AOSIS在巴黎協定中的1.5°C控溫目標議題、調適行動、損失與損害為例,聚焦AOSIS在2011年至2015年國際氣候談判中的參與,探討巴黎協定期間小島嶼國家的需求特性與核心原則、所採取的談判策略、及其他與會者的反應。透過學者Carola Betzold的四種權力借用談判策略,包含情境脈絡、目標、第三方團體、及程序,分析聯盟在談判場域中是否採取借用權力理論策略達成在談判過程與成果中的目標。
    研究發現聯盟在1.5°C控溫目標、損失與損害議題透過借用權力理論的四種策略,以各個領域間的利益交換,換取氣候行動的最大可能;而在調適議題上則因科學量能、資金等限制沒有採取借用權力理論。故AOSIS在巴黎協定的談判議題中僅部分採用借用權力理論。
