Policy adoption of a region provides a good opportunity to review the mechanism of policy diffusion. This study uses the data which is obtained from the questionnaire survey on 237 public libraries to analyze the promotion level of the Bookstart program and to explore the relevant factors for its policy diffusion. Through geographically weighted regression analysis, this study finds that the promotion year of Bookstart is related to the diffusion factors among the sample libraries. Moreover, the results of the geographically weighted regression model show spatial heterogeneity on the association between the program start year and the diffusion factors. It is worth further in-depth analysis in the future.
