    摘要: 本研究旨在建構高中職校長翻轉領導指標及其權重體系。研究方法採模糊德懷術與層級分析法。於指標發展上,透過分析翻轉領導理論與校長翻轉領導之相關文獻,初步建構「高中職校長翻轉領導指標建構調查問卷」,再邀請15~20位教育專家學者、高中職校長等成員組成模糊德懷術與層級分析小組,蒐集專家對於高中職校長翻轉領導量表之相關意見,進行指標的選取與賦予權重,據以建置完成「高中職校長翻轉領導指標」。本研究發現:一、高中職校長翻轉領導指標內涵包括5大層面與35項指標,具有完整性和適切性;二、高中職校長翻轉領導指標之整體權重體系,其5大層面依其重要性,分別為「聚焦於教與學的願景與核心價值」、「確保學生主動學習環境與成效」、「促進全體成員持續精進與創新」、「提供行政資源支持課程與教學」及「善用資訊科技提升翻轉效能」;三、35項指標權重分配中,以「校長能充分展現領導專業,與成員共同營造學校創新願景」之重要性程度最高。最後,依據研究結果提出具體建議,俾供教育行政機關、高中職學校及後續研究參考。
    This study aims to construct a senior and vocational high school principals’ flipping leadership indicators, and to confirm the weight system of the indicators. The methods used were fuzzy delphi method and analytic hierarchy process. To develop indicators, a survey questionnaire of constructing senior and vocational high school principals’ flipping leadership indicators was developed through analyzing relevant literature on flipping leadership theory and principals’ flipping leadership. Then, 15-20 educational experts and scholars, as well as senior and vocational high school principals were invited to form a fuzzy delphi and analytic hierarchy process team to offer their opinions on the Scale, indicator selection and weight determination. Consequently, the senior and vocational high school principals’ flipping leadership scale was generated. The findings of this study indicated that: (1) The principals’ flipping leadership includes five big dimensions and 35 indicators, which are complete and appropriate; (2) In the weight system, the five dimensions are “Focusing on the prospective and core values of teaching and learning”, “Creating an environment for students to learning actively and measuring the effectiveness”, “Encouraging staff to constantly improve themselves and innovate”, “Providing administrative resources to support curriculum and teaching”, and “Utilizing information technology to improve flipping effectiveness” in the order of importance; (3) In 35 indicators weight system, “The principal fully exhibits his leading expertise and creates with the staff an innovative prospective of the school”, is the most important. According to the conclusions, some suggestions are provided as references for Department of Education, principals in senior and vocational high schools, and future follow-up study.
