    Abstract: 本稿は、台湾における外国人労働者のなかでも、介護労働者に焦点をあて、その労働条件保護のあり方に関して検討を行おうとするものである。高齢化の進展から、要介護高齢者数が増えるため、その介護を担う者の確保が大きな課題となっているのは台湾も例外ではない。しかし、少子化、高学歴化や共働き家庭の増加により、要介護者の介護を家族が担うのはむずかしくなっている。その一方で、介護は家族が担うとの意識がいまだ根強いことから、各家庭が外国人介護労働者を雇い、その介護需要を満たしている。これまで台湾政府は彼らを保護するため、いくつかの措置を講じようとしてきたが、依然としてその労働条件は低いままである。だが、世界的に高齢化が進んでいくなかで、台湾が優秀な人材を獲得しようとするならば、当該労働者の労働条件の向上は欠かすことができないこととなろう。
    本文在台灣外籍移工議題中,聚焦於外籍看護工,嘗試探討其勞動條件保護之應有方式。隨著邁入高齡化,需要被照顧的高齡人口增加,因而確保從事照顧的人員成為非常重大的課題,台灣也是不例外。但是,隨著少子化、高學歷化及雙薪家庭的增加,家屬愈來愈難以負荷高齡者之照顧工作。另一方面,家屬應擔負照顧責任的想法在台灣仍根深蒂固,因此各家庭為了照顧需求雇用外籍看護工。迄今,台灣政府為了保護外籍看護工,曾計劃採取幾個措施,不過其勞動條件仍低。然而,在全球多個國家也將會邁入高齡化社會的情形之下,若台灣希望獲得優秀的照顧人才,提高勞動條件應必不可少。
    This paper focuses on the protection of working conditions for the foreign care worker in Taiwan. Because the number of elderly people requiring long-term care increases due to aging as the population becomes more populated, the securing of a care worker will become a big problem in Taiwan. Furthermore, it becomes difficult for a family to take care of an elderly person who requires long-term care due to the declining birthrate, the popularization of higher education, and the increase of salaries that come from both parents working. As a result, because the Taiwanese belief that a family should care for one another runs deep, each family would employ a foreign care worker to solve this problem. Therefore, the Taiwanese government has been trying to take some measures to protect them. But up to this day, the working conditions of the care workers still remain poor. In the end, if Taiwan hopes to acquire the best human resources as possible for its people, then the Taiwanese government should improve the working conditions of these care workers.
