    Abstract: 中国の外交政策決定における国内要因に関しては、中国共産党による独特の統治形態、対外関係に関わる多くの党.政府組織など、他の諸国家とは大きく異なる諸制度にも着目する必要がある。中国における外交政策決定メカニズム、つまり、外交政策決定に関わる構造のあり方は、政策の内容そのものに対しても一定の影響を与えることになる。江沢民時代以降の中国の外交政策決定に関わる党.政府の組織、すなわち「外事口」の制度的発展は、毛沢東時代の政治の個人化を是正しようとするとする鄧小平の政策を引き継ぎながら、既存の組織を改組、あるいは新設することにより、より一層制度化を進める過程であった。習近平は、党中央によるトップダウンの一元的指導を強化しながらの制度化を進めているが、最高指導者個人への権力集中を背景とした党主導による大胆な制度改革は、権力のチェックを伴わないことから、そこにはリスクも存在する。
    著眼於中國外交決策中的國內因素,有著與其他國家相左甚多的各種制度,例如中國共產黨特有的統治形態、涉及對外關係的諸多政黨和政府組織等等。中國的外交決策機制,即外交決策相關結構組成,會帶給政策內容本身一定程度的影響。自江澤民時期以來所有參與中國外交決策的黨政組織,即「外事口」之制度發展,是承繼了鄧小平致力修正毛澤東時期個人化政治的政策。同時,亦是透過改組及新設組織而更進一步推動制度化之進程。自習近平上台以來,強化黨中央自上而下的一元性領導來推動制度化,然而,這種由政黨主導、權力集中在最高領導人個人之大膽的制度改革,因缺少對權力的監察與制衡機制之配套措施,而存有風險。
    Regarding the domestic determinants of Chinese foreign policy-making, a large number of the party and several government organizations are related to this in the sense that they are under the unique governance of the Chinese Communist Party, which has government organizational systems that are different from those of other countries. As a result, the character of the Chinese foreign policy-making mechanism substantially also affects the outcome of its foreign policy. The organizational development of the Chinese foreign policy-making mechanism can be seen in the institutional development of "Waishikou" after the Jiang Zemin era succeeded Deng Xiaoping`s effort to reform Mao Zedong`s personalized policy-making style and to push forward the institutionalization of policy making by reorganizing or newly setting up organizations. Since Xi Jinping assumed power, he has been trying to push forward the institutionalization of the foreign policy mechanism by correcting the party`s unilateral rule and top-down policy-making mechanism. However, this bold effort at party-led institutional reform in which power is concentrated in the supreme leader might also have risks, since the institutional reform lacks checks and balances of power.
