| Abstract: | 警察特考從一開始的封閉制，到漸進開放的半開放制，卻出現分發任職爭議，經相關人訴願後，於是自民國100年起考試院決定就警察人員考試的部分實施新制雙軌分流，惟實施以來仍爭議不斷。本研究主要以歷史制度論的角度分析警察人員考試雙軌分流制度實施前後，行為者與制度的互動及制度的發展等情形，並以功績制及職能理論的角度切入問題，並輔以各國有關警察人員的考訓用制度對比，以期瞭解制度變遷過程。
公務人員考試中，警察特考為僅有的雙軌分流制，過去的研究主要探討雙軌制的公平性、適法性及人力資源管理應用，本研究目的則以歷史制度論的觀點，研析警察人員考試制度變遷的沿革及情形，並以功績制原則檢視警察人員考試雙軌分流制度，另探究目前警察人員考試雙軌分流制度實施所面臨的問題並提出改進建議。本研究運用文獻分析法，並依據相關理論，以歷史脈絡的角度檢視我國警察人員考試雙軌分流政策自民國100年發展至今，近10年來的歷史變遷與發展情況。
最後，本研究發現我國警察特考制度受到一般生衝擊，以至於改成雙軌分流制；另外，雙軌分流制度性保障內軌，而且此制度漸成主流任官途徑，改變傳統的多元任官模式。另外本研究指出我國警察人員考試雙軌分流政策因應關鍵時刻產生政策變遷，表現政策變遷發展狀況，並反思理論與實務的差異，從警察人員考試雙軌分流政策的變遷過程與理論進行對話。
The police examination began in closed competition, and then it becomes more and more semi-open. However, a dispute over the distribution of posts had been. After the appeal of the relevant people, the Examination Yuan of ROC began to implement the two-track police examination in 2011. This paper analyzes two-track police examination from a historical institutionalism perspective in the interaction between the actors and the system before and after implementation, and the development of the system. The merit system principles and the competency theory is to be used. And then police of examination, training and appointment from various countries are required to examine the changes in the system.
In the civil service examination, the police special examination is the only two-track examination. Past research mainly explores the fairness, legality and human resource management application of the two-track police examination. This research uses literature analysis and related theories to examine the historical changes and development of the two-track police examination in the interaction between the actors and the system before and after implementation since 2011.
The study found that the two-track police examination in our country was affected by the general students. On the other hand, two-track police examination has become the mainstream, guaranteeing the inner track and forming a policy change. In addition, this study indicates that the two-track police examination policy in Taiwan could change policy at a critical time. The series of selection and response highlights the development of policy dynamics, further theoretical rethinking. |
