    Abstract: 農地為農業的生產要素之一,亦為農民的主要資產,近年來隨著農地用途的轉變,影響農地價格的因素逐漸從農業生產因素轉為非農業因素,農地的價格開始與其生產價值脫鈎。除此之外,農地政策的發布與實施影響農地利用的方向,回顧過去台灣關於農地價格影響因素之研究,鮮少著墨關於農地政策方面的相關變數。因此本研究將影響農地價格因素的相關變數分為三類:農地生產力因素、都市壓力因素、農地政策因素,其中農地政策因素包含農地重劃政策、興建農舍最小面積限制、農地種電政策三項,藉此探討農地生產條件與非農業的都市壓力因素對嘉義縣農地交易價格的影響程度,並觀察農地政策是否確實會對農地交易價格產生影響。
    本研究以內政部不動產實價登錄系統中,2013年1月至2019年2月的嘉義縣農地買賣交易資料作為實證樣本,透過特徵價格理論建構多元線性迴歸模型進行分析,再利用空間迴歸模型中的空間落遲模型,修正未考量空間相依現象時所存在的估計偏誤,並觀察空間上的鄰域因素對價格的影響。根據迴歸分析結果,本研究整理出以下三點結論:一、農地生產條件對農地價格的影響甚小。二、農地面積為影響農地價格的主要因素,但並非為農地生產力因素所致。三、農地政策在特定情況下會對農地價格產生影響。
    Farmland is one of the main factors of agricultural production and the main asset of the farmers. In recent years, the factors that influence farmland price has transformed from agricultural production factors to non-agricultural factors, thus causing farmland price to be disconnected with the value of agricultural production. The implementation of farmland policies affects the agricultural land uses. However, only a small number of previous research emphasized the influence of farmland policies. Thus, this research classifies the factors that affect farmland price into three groups that include soil productivity, urban pressure, and farmland policies. In the context of these factors, we are able to respectively discuss how soil productivity and the urban pressure affect the farmland price, and also find out if farmland policies actually affect farmland price.
    This research employs data from the platform of registered sales price of real estate, which was operated by the Ministry of The Interior, and analyzes the farmland sales during the time period between January 2013 to February 2019. Data of sales price is examined through several multiple linear regressions based on hedonic price theory. In addition, the potential estimation biases caused by spatial dependence were corrected using a spatial lag model to take account of the spatial effects of neighboring farmland prices.
    The regression analysis has reached three conclusions. First, soil productivity is not a significant factor of farmland prices; secondly, land size is an influential factor of farmland price but not because of its soil productivity; third, farmland policies can substantially affect farmland price under certain conditions.
