    Abstract: 台灣自1999年因應世界各國開展健康城市與健康社區營造之風潮,開始推動「社區健康營造計畫」,希望透過社區民眾共同參與,結合社區熱心人士、第三部門組織、醫療機構及政府資源等,以同時增進社區居民在「生理」、「心理」及「社會」之健康,並達「健康生活化,生活健康化」的目標。第三部門組織在「建立願景」、「運作情況」、「推動人物」、「資源運用」、「社區參與」、「跨部門合作」或「志工運用」等面向上,皆佔有很好的優勢,因此頗適合來推動社區健康營造。而相關的研究也證明人民對於第三部門推動社區營造之滿意度。台灣地區第三部門組織參與社區健康營造家數,截至2003年止有86家,佔所有承辦團體的28.5%,顯見第三部門在推動社區健康營造上,尚有許多發展之空間。本研究另透過個案研究,指出台北市北投八頭里仁協會在推動社區居民心理健康與社會健康之做法,以及值得學習、推廣之處。
    Taiwan has launched Healthy Communities Building Project (HCBP) since 1999. In order to advance physical, mental and social health of citizen, and to achieve the goals of HCBP, we should combine the efforts of community citizen, the Third Sector, professional healthy units and governmental agencies. This research explores the experiences of Healthy Communities Building in Taiwan and finds: The Third Sector have some key successful factors, such as its visions, flexible operation, leadership, plenty resources, vigorous participation and volunteers. It is fit for the Third Sector to build healthy communities. Among 302 community healthy centers in Taiwan in 2003, there are 86 community healthy centers which are managed by nonprofit organizations, in the ratio of 28.5% , there has much room for the Third Sector to engage in. Through case study, this article appoints out some activities of Association of Peitou, especially on the mental health improvement of community. That experiences are deserve to promote.
