    摘要: This thesis studies Japanese subnational diplomacy towards Taiwanese municipalities after 1972. For investigating the development of local exchanges, the data was collected by interviews and archival research of newspapers and assembly proceedings. The study focuses on the impact of domestic political environments and the international dynamics on Japan’s subnational diplomacy towards Taiwan.
    Chapter one overviews the motivation and previous works of subnational diplomacy. Chapter two explains the internationalization process in Japanese municipalities. Chapter three focuses concretely on the international and domestic environment having an impact on Japan’s subnational diplomacy from the　70s to the 90s. Chapter four shows accelerated Japan’s subnational diplomacy towards Taiwan after several institutional changes in the 21st century. Then, chapter five deals with case study of 20 Japanese municipalities. Chapter six found diversification of exchange style and active exchanges between Taiwan and Japan after 2011.
    At both national and local, Japan’s motivations on exchanges with Taiwan are based on economic reason. For local municipalities, human resources, budget, and national institutional settings are influential factors. Excessive consideration on MOFA made local governments timid, and the China-Taiwan relation has a significant impact. Even though the institution developed in favor of the exchanges with Taiwan, those factors hampered the motivation of Japanese municipalities to start exchanges with Taiwanese municipalities.
