    Title: 公務人員對問卷調查邀訪回應態度之研究

    Abstract: 邀請受訪者填答是問卷調查進行的第一步,也是至為關鍵的一步。影響受訪者接受調查意願因素相當廣泛,包括問卷調查設計、邀訪人員特質、受訪者個人特質以及社會環境的整體氛圍。其中邀訪人員的人格特質,會影響邀訪人員與受訪者邀訪過程中的互動溝通方式,而受訪者本身特質也影響了其自身原本對於問卷調查的看法。而當以公務人員為調查對象、問卷主題又屬於對工作環境的看法及態度時,公務人員是否會更加謹慎保守而影響受訪意為重要的研究主題,但過去尚未有實證研究加以探討。
    本文使用台灣文官調查IV第一波電話邀訪員邀訪時所記錄下來之衍生性資料(paradata),探討公務人員在面對問卷調查邀訪時影響其回應態度之因素,並從中瞭解公務人員對於問卷調查邀訪時會產生顧慮。經過分析1356份電話邀訪記錄單,結果發現當電話邀訪員與受訪者性別不同時,女性邀訪員聯繫男性受訪者時,受訪者的回應態度較為開放。以及官等較高的公務人員受訪者面對問卷調查的態度也較為開放。同時,問卷調查的內容與主題是否涉及敏感性問題,和接受問卷調查之後對於填答內容以及個人資料的保密也是公務人員在接受問卷調查邀訪時會較為留意的部分。
