Abstract:	美國對於亞太地區事務參與時間長久，整體戰略對於區域具有重要影響力，2001年美國本土遭受911恐怖攻擊威脅，國家安全與人民安全受到挑戰，進而調整國家戰略全面投入消滅恐怖主義，耗費人力、物力、資源與大量經費，並於2008年受到二次房貸引起之經濟危機，造成國內經濟與失業率等問題，必須針對戰略方向妥適改善，將重心調整為實力逐漸提升的亞太區域，整體區域與世界經貿往來互動頻繁，尤其是中國的顯著成長，在外交、軍事、經濟等面向，對外態度逐漸轉往強勢，積極主導參與區域事務，提高區域影響力，形成美國在區域之挑戰與威脅。 2009年歐巴馬就任後調整戰略重心，提出「重返亞洲」至「亞太再平衡」戰略，加強與亞太區域國家互動合作，採取較為和緩的態度，積極尋求多邊合作的機會，得以提升美國在區域的主導地位；而2017年川普成為美國總統，提出「印太戰略」並主張以「美國第一」利益優先的戰略基礎，對外態度則趨向強勢，兩者尤其在面對中國之看法上形成落差，歐巴馬以「新型關係」承認中國崛起事實，期望共同承擔推動區域成長的責任，相較川普而言，則將中國列為「修正主義國家」之戰略競爭對手，在對外發表言論等態度強烈，並批評美國因中國所造成的不公平事實，兩者似乎在戰略上有所差異，區域國家也因川普經濟利益優先與不確定性的思維，逐漸對美國戰略產生疑慮。亞太區域隨著中國因素在權力結構上產生變化，區域中仍有許多爭議未解及潛藏危機地區，未來美中關係亦為影響區域情勢發展的關鍵因素，我國位處區域重要地緣位置，在兩大國互動之間亦成為不可或缺角色，相關發展將成為影響台灣因素，應持續關注與因應。
